1.0 RATIONALE
The Metropolitan Manila Development Authority (MMDA) is mandated to formulate, coordinate, implement and monitor all programs and projects concerning transport and traffic management to address the traffic concerns in Metro Manila.
The Metro Manila Council (MMC) has authorized the Special Traffic Committee, (STC) to study, craft and formulate new truck regulations to respond to the pressing needs to alleviate traffic congestion in major thoroughfares of Metro Manila and submit the same to MMC for approval and adoption.
The government mandated the port operators to implement a Truck Appointment Booking System (TABS) to reduce the number of trucks during traffic peak periods without affecting the total number of imports and exports going in and out of the ports. ITAaHc
To avoid the repetition of port congestion, the MMC supports the implementation of TABS and encourage the truckers for its use the same through granting of Truck Ban exemption to truckers using TABS.
2.0 OBJECTIVE
To provide implementing guidelines for STC Resolution No. 01, Series of 2016 otherwise known as "Truck Ban Exemption for Trucks Using TABS", to enable affected/concerned parties/stakeholders to understand the details of the same.
3.0 GUIDELINES
3.1 Only Cargo trucks/Container trucks with or without containers and bound for or out of Asian Terminals Inc. (South Harbor) or Manila International Container Terminal (MICT) are covered by this Memorandum Circular.
3.2 Two (2) hours before the truck's scheduled TABS booking and two (2) hours after the truck's egress from the port, covered trucks are exempted from morning truck ban hours (6:00am to 10:00am) on all truck routes.
3.3 Two and a half hours (2.5) before the truck's scheduled TABS booking and two and a half hours (2.5) after the trucks egress from the port, covered trucks are exempted from evening truck ban hours (5:00pm to 10:00pm) on all truck routes.
3.4 Truck Ban Exemption is valid only during the window allotted which may be validated by Short Message Service (SMS) system as may be seen in the example text below:

3.5 TABS users exemption shall not be applicable to EDSA (from Magallanes, Makati City to North Avenue, Quezon City), and the three (3) Central Business Districts (Makati City, Pasig City, Taguig City), where the total truck ban shall still be strictly observed.
3.6 TABS users are not exempted from Single Lane Policy except in Bonifacio Drive and Road 10, Manila where TABS users may use a Passing through lane during truck hours.
3.7 Trucks with TABS booking may use Roxas Boulevard going to or coming from ports. CHTAIc
3.8 Number of slots shall not exceed the maximum allowable trucks per hour as presented in the table below:

3.9 At least one day prior to the day of TABS schedule, a hard copy shall be sent to the concerned LGUs of the plate numbers of the trucks exempted, subject to the last minute changes due to unavoidable circumstances.
3.10 Any abuse in the exemption and use of TABS will be recommended for suspension of driver's license and/or revocation of franchise.
4.0 FINES AND PENALTIES
Violation of any of the foregoing guidelines, the trucks shall be apprehended and be fined and penalized corresponding to the violation committed.
5.0 SEPARABILITY CLAUSE
If any provision of this Resolution is declared unconstitutional or invalid for any reason the same shall not affect the validity of the other provisions.
6.0 EFFECTIVITY
This Implementing Guidelines shall take effect fifteen (15) days upon publication in two newspapers of general circulation.
