DA MEMORANDUM CIRCULAR NO. 44, S. 2020

Republic Act No. 11494 otherwise known as the "Bayanihan to Recover as One Act" (Bayanihan II) was enacted to promote a just and dynamic social order that will ensure the prosperity and independence of the nation and to free the people from poverty particularly in the aftermath of natural and man-made disasters. The established mechanisms under the said Act likewise aim to accelerate the recovery and bolster the resilience of the Philippine economy through measures grounded on economic inclusivity and collective growth through fiscal sustainability. Under the Bayanihan II, the Department of Agriculture's (DA's) Agriculture Stimulus Package includes productivity and income enhancement projects. One of the said projects is the Productivity Enhancement Projects for Selected High Value Crops. To implement the projects for Banana, Mango, Bamboo, Onion and Garlic under the Bayanihan II, this Memorandum Circular is hereby issued.
SECTION 1. Objectives. —
The main objective of the Productivity Enhancement Project under Bayanihan II is to increase the volume of production and improve productivity of selected high value crops to ensure stable food supply by addressing issues on pest and diseases, poor farm management, and lack of planting materials for expansion.

I. BANANA INDUSTRY DEVELOPMENT PROGRAM |

III. MANGO INDUSTRY PRODUCTIVITY ENHANCEMENT PROJECT |

OBJECTIVES |
The program aims to: • Enhance the productivity of mango trees in pilot areas heavily affected by Cecid Fly and capacitate farmers to adopt Good Agricultural Practices and Insecticide Resistance Management through conduct of training and technology demonstration. • Improve and modernize farm management and operation through provision of tools and innovative equipment which will enable farmers to produce safe and quality fruits for the local and export market; and thereby increase the mango farmers' income. |

The pilot project areas identified are the top mango producing provinces in Luzon with reported high incidence of Cecid Fly Infestation. |

SECTION 4. Roles and Responsibilities. —
1. High Value Crops Development Program-Program Management Office (HVCDP-PMO)
a. Oversee and ensure the proper implementation of the program; and
b. Conduct regular field monitoring and submit periodic reports to the DA Secretary and concerned DA offices.
2. Department of Agriculture-Regional Field Office
a. Consolidate the list of beneficiaries and prepare monthly status and accomplishment report for submission to the HVCDP-PMO;
b. Prepare the Memorandum of Agreement (MOA) to be executed by and between the DA and the target beneficiary, depending on the mode of implementation, either thru donation of funds or thru provision of requested interventions. The MOA shall necessarily include the rights of the DA to terminate the MOA and repossess any agricultural machinery, equipment and facilities delivered to the beneficiary, transfer the management or operations of such intervention, or demand the refund of any fund transferred, as the case may be. aScITE
c. Copy furnish the HVCDP-PMO of all the documents that will be submitted by the beneficiaries; and
d. Perform such other functions relevant to the program as may be assigned by the Secretary or by the Undersecretary for High Value Crops.
3. Proponent/Beneficiary
a. Ensure that the project components or details are strictly complied without deviating therefrom, and accomplished within the project duration as stated in the Memorandum of Agreement and in the project proposal to ensure the attainment of the objective of the program;
b. Document the implementation of the projects, and prepare and submit a monthly status report, list of beneficiaries, and sustainability plan to the DA-RFO; and
c. Submit a terminal and liquidation report after program implementation.
SECTION 5. Budget. —
The Productivity Enhancement Program funding shall be sourced from the Bayanihan II allotment for the HVCDP.
To sustain these Programs, the implementing offices may allocate supplementary funds for its various activities. These will cover the conduct of training and meetings, provision of agricultural inputs, field monitoring and other support services.
SECTION 6. Audit Rules and Regulations. —
The implementation of the Bayanihan II projects covered by this guidelines shall be subject to existing auditing and accounting rules and regulations of the Commission on Audit (COA) such as COA Circular No. 2012-001 and COA Circular No. 2012-002.
SECTION 7. Supplemental Guidelines. —
The DA-RFOs are authorized to formulate and issue supplemental guidelines to address the suitability of the guidelines to local situations, provided that they are not inconsistent with this Memorandum Circular. Any deviation from the general implementing guidelines is subject to the written approval of the Secretary.
SECTION 8. Effectivity. —
This Memorandum Circular shall take effect immediately upon its publication under existing laws, and shall remain valid until revoked by subsequent written orders.
