CHED ORDER NO. 002-95
IMPLEMENTING GUIDELINES FOR THE OPENING OF NEW PROGRAMS

1.0 Purpose
This Order is being issued to prescribe the standard requirements and guidelines to be observed in opening new higher education programs by public and private higher education institutions (HEIs). HSCcTD
2.0 Scope/Coverage
This Order shall cover all applications (except for the programs mentioned in number 3.0 below) for opening new programs of both public and private HEIs in the country after 18 August 1994, including those pending applications not acted upon by the defunct Bureau of Higher Education (BHE) and the Higher Education Division of the DECS Regional Offices prior to the establishment and operationalization of CHED.
3.0 Exemptions
Nursing, medicine, other health-related courses and maritime education are exempted from the coverage of this Order. Hence, the moratorium for the opening of new courses under these programs shall continue to be in effect.
4.0 Declaration of Policy
In order to train and develop the required manpower who shall be supportive of the national development goals of the country, paragraph 2 of CHED Order No. 1, s. 1994 on the temporary suspension of the opening of new programs, is hereby amended accordingly to allow both public and private HEIs to open new programs in line with the country's needs and priorities.
5.0 Procedures
5.1 HEIs with programs that are all accredited may open new program or new majors within an accredited program without prior CHED approval but must inform the CHED Regional Office concerned of their intention to operate a new program.
5.2 All other HEIs in the country which intend to open new programs shall submit, among others, the following requirements to the Regional CHED Units/Field Offices:
5.2.1 Feasibility study on the proposed new program (with emphasis on Quality Assurance)
5.2.2 Educational profile (Annex A)
5.3 The Regional CHED Office shall initially evaluate the data/document submitted by the applicant school for completeness and adherence or compliance to the formal documentary application requirements.
5.4 The Regional CHED Office shall forward to the CHED Central Office through the Office of Programs and Standards, school applications for assessment/evaluation. IcHAaS
5.5 The CHED through the Technical Panels, shall compose a team of experts (peer evaluators), as far as practicable, to come from academe, industry, the Professional Regulation Commission and the professional associations, among others, to assess the school's capability in offering the program being applied for.
5.6 In the meantime that the various policies and standards are being reviewed by the different Technical Panels, the previous set of standards earlier formulated by technical panels shall be utilized for the peer evaluation process.
5.7 The CHED Central Office, in consultation with and upon the recommendation of the Technical Panel concerned, shall issue the permit or the authority to operate the new program. In case of disapproval, the school shall be informed immediately of the reason(s) of the latter action including a listing of noted deficiencies to allow the school to rectify said deficiencies, if the applicant school so desires, before any further action is taken upon appeal.
6.0 Repealing Clause
All orders, policies or rules inconsistent with the present order are hereby repealed or modified accordingly.
7.0 Effectivity
This order shall take effect immediately.
