LTFRB MEMORANDUM CIRCULAR NO. 026-17
| SUBJECT | : | Implementing Guidelines for Calibration and Sealing/Resealing of Taxi Meter for 2017 Fare Adjustment |
Pursuant to the Board's powers and functions vested under Executive Order No. 202, that is (c) to determine, prescribe and approve and periodically review and adjust, reasonable fares, rates and other related charges, relative to the operation of public land transportation services provided by motorized vehicles, the Board has on October 4, 2017 issued a Decision approving the Petition for Increase of Fares for Taxi Service in Metro Manila and the Provinces. To implement the said Decision, the Board started its information campaign relative to the calibration, sealing/resealing of the taxi meters. The Board aim to accomplish the calibration, sealing/resealing of the taxi meters by April 2018, with the following schedules, as follows:

The above schedule shall only be applicable in the Central Office and the National Capital Region. All Regional Offices except the NCR, with taxi services within their regions shall be responsible to the scheduling of the calibration and sealing/resealing of taxi meters within their area of jurisdiction. cDHAES
Calibration and sealing/resealing of taximeters shall be conducted at the Board's new site for Testing and Sealing/Resealing located at Manila Seedling Bank Foundation, EDSA corner Quezon Avenue, Quezon City.
All taxi operators must abide by the following guidelines to avoid imposition of penalties prescribed hereof.
1. Operators are not allowed to calibrate and seal/reseals his/her/its taximeter earlier or later than the scheduled date;
2. Taxi operators are required to pay the following fees for fare adjustment, as follows:

3. Prior to calibration and sealing/resealing, taxi units must be equipped with GNSS receiver, free WI-FI, CCTV with continuous recording of past 72 hours of operation and dashboard camera and on-line digital platforms in compliance with the PUV Modernization Program and Department Order No. 2017-011.
4. Taxi operators must submit Evaluation Report regarding the adequacy of taximeter memory to store transaction data and Certificate of Accuracy of the taximeter from the DOST-National Metrology Laboratory, prior to calibration and sealing/resealing.
5. A penalty in the amount of Php200.00 per day of delay shall be imposed for Late Calibration and Seal/Resealing.
This Memorandum Circular shall supersede any and all Memorandum Circulars issued by the Board inconsistent with the provisions herein provided.
This Memorandum Circular shall be effective immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
