Implementation of Programs and Activities of the Commission on Population

Letter of Instructions No. 435, issued on July 20, 1976, mandates key government officials to support the Philippine Population and Family Planning Program. It directs Provincial Governors and City Mayors to gradually take on funding responsibilities for population and family planning activities and projects coordinated with the Commission on Population (POPCOM). This initiative aims to enhance the effectiveness of the program at the local level by ensuring that local leaders are financially empowered to manage these initiatives. The overarching goal is to facilitate better population management and family planning across the country.
