IATF-EID RESOLUTION NO. 166-A, S. 2022

WHEREAS, Section 15, Article II of the 1987 Constitution states that the State shall protect and promote the right to health of the people and instill health consciousness among them;

WHEREAS, Section 2 (c) of Executive Order No. 168 (s. 2014) mandates the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to prevent and/or minimize the local spread of emerging infectious diseases (EID) in the country through the establishment or reinforcement of a system in screening possible patients infected with EID, contact tracing, identification of the mode of exposure to the virus, and implementation of effective quarantine and proper isolation procedures;

WHEREAS, on September 10, 2021, the President issued Proclamation No. 1218 (s. 2021) further extending the period of the State of Calamity throughout the Philippines until September 12, 2022, unless earlier lifted or extended as circumstances may warrant;

WHEREAS, the IATF approved the shift in the policy of classifying Provinces, Highly Urbanized Cities (HUCs), and Independent Component Cities (ICC) for purposes of community quarantine and adopted the Alert Level System for identified pilot areas of implementation and piloted the implementation thereof in the National Capital Region (NCR) on 08 September 2021, and has since expanded to other regions;

WHEREAS, the President issued Executive Order No. 151 (s. 2021) on 11 November 2021, approving the nationwide implementation of the Alert Level System for COVID-19 Response;

WHEREAS, the IATF, through IATF Resolution No. 165 dated 24 March 2022, has adopted the policy of including component cities and municipalities in the Alert Level System for purposes of alert level classification.

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF approves the recommendations of the Sub-Technical Working Group on Data Analytics placing the following provinces, highly urbanized cities (HUCs), independent component cities (ICCs), component cities, and municipalities under their respective Alert Levels effective 16 April 2022 until 30 April 2022:

A. The following provinces, HUCs, and ICCs shall be placed under Alert Level 1:

For Luzon:

1. National Capital Region (NCR);

2. Cordillera Administrative Region (CAR): Abra, Apayao, Baguio City, Mountain Province, Kalinga;

3. Region I: Dagupan City, Ilocos Norte, Ilocos Sur, La Union, Pangasinan;

4. Region II: Batanes, Cagayan, City of Santiago, Isabela, Quirino;

5. Region III: Angeles City, Aurora, Bataan, Bulacan, Nueva Ecija, Olongapo City, Pampanga, Tarlac, Zambales;

6. Region IV-A: Batangas, Cavite, Laguna, Lucena City, Rizal;

7. Region IV-B: Marinduque, Puerto Princesa City, Romblon, Oriental Mindoro; and

8. Region V: Catanduanes, Naga City, Albay.

For Visayas:

1. Region VI: Aklan, Bacolod City, Capiz, Guimaras, Iloilo City;

2. Region VII: Cebu City, Lapu-Lapu City, Mandaue City, Siquijor; and

3. Region VIII: Biliran, Eastern Samar, Ormoc City, Southern Leyte, Tacloban City.

For Mindanao:

1. Region IX: Zamboanga City;

2. Region X: Cagayan de Oro City, Camiguin, Bukidnon, Misamis Oriental, Iligan City;

3. Region XI: Davao City; and

4. CARAGA: Butuan City, Surigao del Sur.

B. The following component cities and municipalities shall be placed under Alert Level 1:

For Luzon:

1. Region II: Aritao, Nueva Vizcaya; and

2. Region V: Basud, Camarines Norte.

For Visayas:

1. Region VI: Anini-y, Antique; New Lucena, Iloilo; Tubungan, Iloilo; City of Victorias, Negros Occidental; and

2. Region VII: Sevilla, Bohol.

For Mindanao:

1. Region X: Sapang Dalaga, Misamis Occidental; and

2. Region XII: Tantangan, South Cotabato.

C. The following provinces, HUCs, and ICCs shall be placed under Alert Level 2, without prejudice to their respective component cities and municipalities which may otherwise be classified herein:

For Luzon:

1. Cordillera Administrative Region (CAR): Benguet, Ifugao;

2. Region II: Nueva Vizcaya;

3. Region IV-A: Quezon Province;

4. Region IV-B: Occidental Mindoro, Palawan; and

5. Region V: Camarines Norte, Camarines Sur, Masbate, Sorsogon.

For Visayas:

1. Region VI: Antique, Negros Occidental, Iloilo Province;

2. Region VII: Bohol, Cebu, Negros Oriental; and

3. Region VIII: Leyte, Northern Samar, Western Samar.

For Mindanao:

1. Region IX: City of Isabela, Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay;

2. Region X: Lanao del Norte, Misamis Occidental;

3. Region XI: Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, Davao Occidental;

4. Region XII: General Santos City, North Cotabato, Sarangani, Sultan Kudarat, South Cotabato;

5. CARAGA: Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte; and

6. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM): Basilan, Cotabato City, Lanao del Sur, Maguindanao, Sulu, Tawi-tawi.

RESOLVED FURTHER, that the Chairperson and Co-Chairperson shall be duly authorized to sign this Resolution for and on behalf of the Inter-Agency Task Force.

APPROVED during the 166th Inter-Agency Task Force Meeting, as reflected in the minutes of the meeting, held this April 12, 2022, via videoconference.

4. I am the custodian of the records of the IATF, including the Minutes of Meetings and Resolutions;

5. IATF Resolution No. 166-A was unanimously approved and adopted;

6. The foregoing resolution has been signed by Secretary Francisco T. Duque III and Secretary Delfin N. Lorenzana upon the authority of the IATF Members;

7. The aforesaid resolution has not been altered, modified nor revoked and the same is now in full force and effect;

8. I am executing this Certification for whatever legitimate purpose this may serve.
