IATF-EID RESOLUTION NO. 054, S. 2020
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive Order (E.O.) No. 112, Imposing an Enhanced Community Quarantine in High-Risk Geographic Areas of the Philippines and a General Community Quarantine in the Rest of the Country from 01 to 15 May 2020, Adopting the Omnibus Guidelines on the Implementation Thereof, and for Other Purposes;
WHEREAS, on May 23, 2020, pursuant to the authority granted to the IATF under E.O. 112, the IATF issued and published amended Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines;
WHEREAS, due to developments in the situation of the COVID-19 health event in the country, further amendments are required to further streamline the government's response to the pandemic;
WHEREAS, as of July 10, 2020, there are a total of Thirty-Two Thousand Three Hundred Twenty-Four active cases in the Philippines.
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved that pursuant to the recommendations of the IATF sub-Technical Working Group (TWG) on Data Analytics, the IATF provisionally approves the following classifications of Provinces, Highly Urbanized Cities (HUCs), and Independent Component Cities (ICCs), the specifics of which are as follows:
1. Beginning 16 July 2020, the risk-level classifications shall be adopted as follows:
a. The following provinces, HUCs, and ICCs shall be placed under Modified General Community Quarantine (MGCQ) * until 31 July 2020, without prejudice to the declaration of localized Enhanced Community Quarantine in critical areas:
i. For Luzon:
a. Cordillera Administrative Region — Abra**, Benguet, Ifugao**, Kalinga**, Mountain Province, Baguio City**, Apayao;
b. Region I — Ilocos Norte**, Ilocos Sur, La Union**, Pangasinan**, Dagupan City;
c. Region II — Batanes, Cagayan**, Isabela**, Nueva Vizcaya, Quirino, Santiago City;
d. Region III — Aurora, Bataan**, Nueva Ecija**, Pampanga**, Tarlac, Zambales, Angeles City**, Olongapo City;
e. Region IV-A — Batangas**, Quezon**, Lucena City**;
f. Region IV-B — Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan**, Puerto Princesa City**; and
g. Region V — Albay**, Camarines Norte**, Camarines Sur**, Catanduanes, Masbate, Sorsogon, Naga City**.
ii. For Visayas:
a. Region VI — Aklan, Antique, Capiz**, Guimaras, Iloilo**, Negros Occidental**;
b. Region VII — Bohol**, Cebu, Negros Oriental**, Siquijor; and
c. Region VIII — Biliran, Leyte, Eastern Samar, Northern Samar, Western Samar**.
iii. For Mindanao:
a. Region IX — Zamboanga del Norte, Zamboanga del Sur**, Zamboanga Sibugay;
b. Region X — Bukidnon**, Camiguin, Lanao del Norte, Iligan City, Misamis Occidental**, Misamis Oriental**, Cagayan de Oro City**;
c. Region XI — Davao de Oro**, Davao del Norte**, Davao del Sur**, Davao Occidental, Davao Oriental;
d. Region XII — North Cotabato**, South Cotabato**, Sarangani, Sultan Kudarat, General Santos City, Cotabato City;
e. Region XIII (Caraga) — Agusan del Sur, Dinagat Islands, Surigao del Norte, Surigao del Sur; and
f. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) — Lanao del Sur**, Maguindanao**, Sulu, Tawi-Tawi.

** NTF and DILG shall ensure localized actions are implemented
b. The following provinces, HUCs, and ICCs shall be placed under General Community Quarantine (GCQ) * until 31 July 2020, without prejudice to the declaration of localized Enhanced Community Quarantine in critical areas:
i. For Luzon:
a. National Capital Region (NCR);
b. Bulacan; and
c. Region IV-A — Laguna, Cavite and Rizal.
ii. For Visayas:
a. Region VI — Bacolod City, Iloilo City;
b. Region VII — Mandaue City, Lapu-Lapu City; and
c. Region VIII — Southern Leyte, Ormoc City, Tacloban City.
iii. For Mindanao:
a. Zamboanga City;
b. Davao City;
c. Region XII — Agusan del Norte, Butuan City; and
d. Basilan.

c. Cebu City shall be classified under Modified Enhanced Community Quarantine (MECQ) until 31 July 2020, without prejudice to the declaration of localized Enhanced Community Quarantine in critical areas.
d. In the case of Cebu, the province shall be placed under MGCQ, except for the City of Talisay and the Municipalities of Minglanilla and Consolacion, which shall remain under GCQ, with strict enforcement of indicated local actions, to be monitored by the NTF.
e. All HUCs of the NCR and the Municipality of Pateros shall be placed under GCQ, with the following mandatory actions:
i. Pursuant to the strengthening of the Zoning Containment Strategy, the LGUs are directed to prioritize submission to the COVID-Kaya Platform, with concurrent submission to the NTF, the DILG, the NCR Regional Epidemiology and Surveillance Unit (RESU) and the Metro Manila Development Authority (MMDA) daily updates and weekly comprehensive reports on the following metrics for priority areas/barangays under localized lockdown/ECQ, to wit:
a. Daily trend of active cases, number, and percent of population;
b. Cases in community isolation facility (Temporary Treatment and Monitoring Facilities) vs. health facility (hospitals and medical centers) vs. home;
c. Percent of close contacts traced, and percent of contacts in quarantine;
d. Number and utilization of community isolation beds;
e. Met health system capacity targets and utilization; and
f. COVID Special Teams investigations and results.
ii. The LGUs are also required to submit their detailed plans on the strict enforcement of minimum public health standards for priority areas/barangays; and
iii. The RIATF is hereby directed to strictly monitor health system performance, capacity, and strict compliance to surveillance, isolation, and treatment protocols and provide a weekly comprehensive report to the IATF.
f. In order to revitalize the economy in the National Capital Region and Region 4-A, the Department of Trade and Industry, the Department of Labor and Employment, and Department of Transportation, are hereby directed to ensure the complementary increase of the business sector capacity vis-a-vis available transportation.
2. Provinces, HUCs, and ICCs characterized hereinabove as low, moderate, and high-risk may appeal their classification to the IATF Screening and Validation Committee, with the concurrence of their Regional Interagency Task Force (RIATF), not later than 13 July 2020, 5:00 PM;
3. DILG is directed to inform the local chief executives on the Preliminary List on Province/HUC/ICC classifications for purposes of preparation and appeal; and
4. The National Task Force and DILG shall ensure that areas flagged for local action shall implement strict lockdown of areas in line with the Zoning Containment Strategy, strict enforcement of minimum health standards, and intensified tracing and quarantine of close contacts and isolation of confirmed cases.
