IATF-EID RESOLUTION NO. 050-A, S. 2020
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive Order (E.O.) No. 112, Imposing an Enhanced Community Quarantine in High-Risk Geographic Areas of the Philippines and a General Community Quarantine in the Rest of the Country from 01 to 15 May 2020, Adopting the Omnibus Guidelines on the Implementation Thereof, and for Other Purposes;
WHEREAS, on May 23, 2020, pursuant to the authority granted to the IATF under E.O. 112, the IATF issued and published amended Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines;
WHEREAS, due to developments in the situation of the COVID-19 health event in the country, further amendments are required to further streamline the government's response to the pandemic;
WHEREAS, as of June 29, 2020, there is a total of Thirty-six Thousand Four Hundred and Thirty-eight (36,438) confirmed cases in the Philippines;
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved that the recommendations of the IATF Screening and Validation Committee, as amended, are approved:
1. Beginning 01 July 2020, the community quarantine classification of Provinces, Highly Urbanized Cities (HUCs), and Independent Component Cities (ICCs) based on epidemic risk level, economic, social, and security considerations, and the appeals and commitment of local government units (LGUs), shall be adopted as follows:
a. The following provinces, HUCs, and ICCs shall be placed under Modified General Community Quarantine (MGCQ) until 15 July 2020, without prejudice to the declaration of localized Enhanced Community Quarantine in critical areas:
i. For Luzon:
1. Cordillera Administrative Region — Abra*, Ifugao*, Kalinga*, Mountain Province, Baguio City*;
2. Region I — Ilocos Norte*, Ilocos Sur, La Union*, Pangasinan*, Dagupan City;
3. Region II — Batanes, Cagayan*, Isabela*, Nueva Vizcaya, Quirino, Santiago City;
4. Region III — Aurora, Bataan*, Bulacan**, Nueva Ecija*, Pampanga*, Tarlac, Zambales, Angeles City*, Olongapo City;
5. Region IV-A — Batangas*, Laguna*, Quezon*, Lucena City*;
6. Region IV-B — Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan*, Puerto Princesa City*; and
7. Region V — Albay*, Camarines Norte*, Camarines Sur*, Catanduanes, Masbate, Sorsogon, Naga City*.
ii. For Visayas:
1. Region VI — Aklan, Antique, Capiz*, Guimaras, Iloilo*, Negros Occidental*, Bacolod City*, Iloilo City*;
2. Region VII — Bohol*, Negros Oriental*, Siquijor; and
3. Region VIII — Biliran, Eastern Samar, Northern Samar, Western Samar*, Tacloban City*.
iii. For Mindanao:
1. Region IX — Zamboanga del Norte, Zamboanga del Sur*, Zamboanga Sibugay, Zamboanga City*;
2. Region X — Bukidnon*, Camiguin, Lanao del Norte, Iligan City, Misamis Occidental*, Misamis Oriental*, Cagayan de Oro City*;
3. Region XI — Davao de Oro*, Davao del Norte*, Davao del Sur*, Davao Occidental, Davao Oriental, Davao City*;
4. Region XII — North Cotabato*, South Cotabato*, Sarangani, Sultan Kudarat, General Santos City;
5. Region XIII (Caraga) — Agusan del Norte*, Agusan del Sur, Dinagat Islands, Surigao del Norte, Surigao del Sur, Butuan City*; and
6. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) — Basilan, Lanao del Sur*, Maguindanao*, Sulu, Tawi-Tawi, Cotabato City.
* NTF and DILG shall ensure localized actions are implemented in critical areas
** LGU to implement stricter measures in identified hotspots and transportation hubs
b. The following provinces, HUCs, and ICCs shall be placed under General Community Quarantine (GCQ) until 15 July 2020, without prejudice to the declaration of localized Enhanced Community Quarantine in critical areas:
i. For Luzon:
1. Benguet;
2. Cavite and Rizal; and
3. All HUCs of the National Capital Region (NCR) and the Municipality of Pateros.
ii. For Visayas:
1. Lapu-Lapu City and Mandaue City; and
2. Leyte, Southern Leyte, and Ormoc City.
c. In the case of Cebu, the province shall be placed under MGCQ, except for the City of Talisay and the Municipalities of Minglanilla and Consolacion, which shall remain under GCQ, with strict enforcement of indicated local actions, to be monitored by the NTF.
d. Cebu City shall be placed under Enhanced Community Quarantine (ECQ) until 15 July 2020.
2. The National Task Force and DILG shall ensure that areas flagged for local action shall implement strict lockdown of areas with community transmission in line with the Zoning Containment strategy, strict enforcement of minimum health standards, and intensified tracing and quarantine of close contacts and isolation of confirmed cases.

7. The aforesaid resolution has not been altered, modified nor revoked and the same is now in full force and effect;
