IATF-EID RESOLUTION NO. 048, S. 2020
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive Order (E.O.) No. 112, Imposing an Enhanced Community Quarantine in High-Risk Geographic Areas of the Philippines and a General Community Quarantine in the Rest of the Country from 01 to 15 May 2020, Adopting the Omnibus Guidelines on the Implementation Thereof, and for Other Purposes;
WHEREAS, on May 23, 2020, pursuant to the authority granted to the IATF under E.O. 112, the IATF issued and published amended Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines;
WHEREAS, due to developments in the situation of the COVID-19 health event in the country, further amendments are required to further streamline the government's response to the pandemic;
WHEREAS, as of June 21, 2020, there is a total of Thirty Thousand Fifty-Two (30,052) confirmed cases in the Philippines;
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF approves the following:
A. The following proposals of the Sub-Technical Working Group on Data Analytics, as amended, shall be applied starting 1 July 2020:
1. Recalibration of the current parameters, specifically the Case Doubling Time (CDT) and Critical Care Utilization Rate (CUR), for risk classification of provinces, highly urbanized cities, and independent component cities:
a. For High-Risk Classification:
i. Enhanced Community Quarantine (ECQ); and
ii. Modified Enhanced Community Quarantine (MECQ), if with modifiers.
b. For Moderate-Risk Classification:
i. General Community Quarantine (GCQ); and
ii. Modified General Community Quarantine (MGCQ), if with modifiers; and
c. For Low-Risk Classification:
i. Modified General Community Quarantine (MGCQ).
d. The modifiers for MECQ and MGCQ shall be as follows:
i. Social, economic, and security factors;
ii. Clustering of cases;
iii. Health system capacity, and
iv. Continuous trend or increasing/decreasing new cases, CUR, CDT, among others.
2. The updated methodology for Local Government appeals, with the required information for mandatory submission:
a. Daily trend of active cases, number, and percent of population;
b. Percent of close contacts traced, and percent of contacts in quarantine;
c. Number and utilization of community isolation beds;
d. Met health system capacity targets and utilization;
e. COVID Special Teams investigations and results; and
f. Priority areas for segmental lockdown.
The Sub-Technical Working Group on Data Analytics, in coordination with the IATF Spokesperson, and the Task Group on Strategic Communications are hereby directed to cascade these revised criteria and parameters for decision-making to the Local Government Units (LGU) and to the general public for full transparency about the grounds for IATF decision.
B. To streamline the reporting of the national epidemiologic picture to the general public, the IATF hereby adopts the following epidemiologic curves as the five (5) basic reporting parameters:
1. National daily number of cases adjusted for date of report, including the seven-day moving average;
2. National daily number of cases around the country;
3. Association of number of daily tests and daily positivity rate;
4. Time-varying reproduction number (RT); and
5. COVID-19 deaths over time.
Anent these, the Sub-Technical Working Group on Data Analytics, the IATF Spokesperson, and the Task Group on Strategic Communications, and other reporting agencies such as the Department of Health and Department of the Interior and Local Government are directed to align their respective issuances and pronouncements to reflect the above mentioned reporting parameters.
C. A Sub-TWG led by Department of Tourism, together with the Department of Foreign Affairs, Department of Finance, Department of Justice with Bureau of Immigration, Department of Health with Bureau of Quarantine, and Board of Investments, is hereby constituted to study and address the management of foreign nationals who will be allowed to enter the Philippines for specific purposes.
D. Pursuant to IATF Resolution No. 45 issued on June 10, 2020 whereby the dine-in food establishment industry was gradually reopened in areas under GCQ at thirty percent (30%) operational capacity, provided that venue capacity allows for social distancing protocols, the pertinent provisions relating to dine-in establishments under Omnibus Guidelines in the Implementation of Community Quarantine is hereby amended accordingly. In this regard, the operation of these dine-in establishments is hereby allowed to operate up to 9:00 PM. The amendments shall be as follows:
Under Section [4] Guidelines for Areas under General Community Quarantine
10. No hotels or accommodation establishments shall be allowed to operate, except those accommodating the following:
a. For guests who have existing booking accommodations for foreigners as of 17 March 2020 for Luzon and 01 May 2020 for other areas;
b. Guests who have existing long-term bookings;
c. Distressed OFWs and stranded Filipinos or foreign nationals;
d. Repatriated OFWs in compliance with approved quarantine protocols;
e. Non-OFWs who may be required to undergo mandatory facility-based quarantine; and
f. Healthcare workers and other employees from exempted establishments under these Omnibus Guidelines and applicable Memoranda from the Executive Secretary.
Provided that accommodation establishments may operate only upon the issuance of a Certificate of Authority to operate by the DOT; Provided further, that in all of the foregoing, hotel operations shall be limited to the provision of basic accommodation services to guests through an in-house skeleton workforce Ancillary establishments within the premises, such as gyms, spas, and the like, shall not be allowed to operate or to provide room service. Restaurants, cafés, and bars are hereby allowed to operate at thirty percent (30%) operational capacity provided that venue capacity allows for social distancing protocols and that such establishments are compliant with the proper protocols prescribed by the DTI.In this regard, the operation of these dine-in establishments is hereby allowed to operate up to 9:00 PM. Provided finally, that accommodation establishments may prepare: (a) packed meals for distribution to guests who opt for the same; and (b) food orders for take-out and delivery only. (As amended by Paragraph A(2) of IATF Resolution No. 43, June 03, 2020)

13. Outdoor non-contact sports and other forms of exercise such as but not limited to walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian, range shooting, and skateboarding are allowed. Provided, that the minimum public health standards such as the wearing of masks and the maintenance of social distancing protocols, and no sharing of equipment where applicable, are observed. Provided, further, that operations of the relevant clubhouses or similar establishments, if any, shall be limited to basic operations and restaurants, cafés, and bars are hereby allowed to operate at thirty percent (30%) operational capacity provided that venue capacity allows for social distancing protocols and that such establishments are compliant with the proper protocols prescribed by the DTI. In this regard, the operation of these dine-in establishments is hereby allowed to operate up to 9:00 PM. For this purpose, the prohibition in Section 4(3) does not apply.
