IATF-EID RESOLUTION NO. 031, S. 2020
WHEREAS, on March 16, 2020, to prevent the sharp rise of COVID-19 cases in the country, the President placed the entirety of Luzon under Enhanced Community Quarantine until April 14, 2020;
WHEREAS, on March 30, 2020, to develop a science-based approach in determining whether the Enhanced Community Quarantine in Luzon should be totally or partially lifted, extended, or expanded to other areas, the Inter-Agency Task Force (IATF) convened a Sub-Technical Working Group tasked to define parameters in assessing recent developments in the Philippine COVID-19 situation;
WHEREAS, on April 3, 2020, the IATF finalized the parameters for deciding on the lifting or extension of the Enhanced Community Quarantine in Luzon, which include trends on the COVID-19 epidemiological curve, the health capacity of the country, social factors, economic factors, and security factors;
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive Order No. 112, Imposing an Enhanced Community Quarantine in High-Risk Geographic Areas of the Philippines and a General Community Quarantine in the Rest of the Country from 01 to 15 May 2020, Adopting the Omnibus Guidelines on the Implementation Thereof, and for Other Purposes;
WHEREAS, as of May 01, 2020, there are a total of eight thousand seven hundred seventy-two (8,772) confirmed cases in the Philippines.
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF approves the following:
A. The IATF recommends to the Office of the President the inclusion of the geographic area of Albay, including all Local Government Units (LGUs) situated therein, and City of Zamboanga in the list of areas to be placed under Enhanced Community Quarantine from May 1, 2020, 12:01 AM up to May 15, 2020, 11:59 PM;
In the meantime, the IATF authorizes the Provincial Governor of Albay to declare Enhanced Community Quarantine in the city of Legazpi, as well as in other component cities or municipalities with high incidence of COVID-19 cases. The IATF likewise authorizes the local chief executives of Legazpi and Zamboanga Cities to declare Enhanced Community Quarantine in constituent barangays with high incidence of COVID-19 cases;
B. In compliance with the directive of the President, an estimate of not exceeding five (5) million eligible households which were not included in the initial household-beneficiaries of the Social Amelioration Program (SAP) nationwide shall be included in the list of beneficiaries for the first tranche, upon validation and subject to the availability of funds as may be determined by the Department of Budget and Management and the Department of Finance;
For the second tranche of the SAP, the IATF recommends to the Office of the President the reconfiguration of the budget in favor of around eleven million five hundred thousand (11.5 million) qualified households, upon validation of the beneficiaries, in areas placed under Enhanced Community Quarantine (ECQ) as per Executive Order No. 112 (s. 2020) issued by the Office of the President on April 30, 2020;
C. The National Task Force (NTF) COVID-19 Chief Implementer is hereby authorized to approve the requests of various LGUs to conduct the necessary sweeper flights for their stranded constituents subject to the compliance with minimum public health standards and notification of their respective Regional Inter-Agency Task Force. Provided that the attendant costs and necessary quarantine protocols shall be for the account and responsibility of the requesting LGUs. Provided further, that the sweeper flights shall not be in combination and/or conjunction with the other repatriation efforts of the national government;
D. The NTF COVID-19 Deputy Chief Implementer Vivencio Dizon is hereby designated as the Chief Coordinator of the Trace, Treat, Test (T3) Program; and
E. The Department of Health is hereinafter authorized to grant exemptions in favor of persons traveling in between General Community Quarantine and ECQ zones to avail of urgent life-saving medical interventions and other medical considerations that may warrant such exemptions.
