| SUBJECT | : | Housing Assistance Program for Disaster Areas in Nueva Ecija |
Recognizing the need for immediate assistance to families who were victims of Typhoon Kading in the Province of Nueva Ecija, particularly in the provision of temporary shelter or the rehabilitation of homes partially or completely damaged by the typhoon and recognizing further the urgency of mobilizing national and local government agencies, in order to facilitate relief, rehabilitation and resettlement activities to meet the need for shelter of homeless families in the area, it is hereby directed that:
- The National Housing Authority shall plan and implement a Housing Assistance Program, hereinafter known as the Program, which shall provide direct cash assistance to families whose houses were partially or totally destroyed by the typhoon to allow such families to undertake emergency repair on houses or provide themselves with temporary shelter, and subsequently long-term loans to qualified families for the rehabilitation and restoration of houses and even construction of new housing units. The National Housing Authority is designated lead agency in the implementation of the Program. It shall undertake such program under the supervision of the Minister of Human Settlements.
- The Ministry of Social Services and Development with the assistance of the barangay chairmen and other local officials shall identify and qualify families who shall be the beneficiaries of the Program, and issue to such families according to the guidelines of the Program, Relief Cards which shall entitle them to direct cash assistance under the Emergency Housing Assistance Component of the Program;
- The Philippine National Bank, the Development Bank of the Philippines and other government-owned banks in the affected areas shall act as depository of funds for the Program and shall extend banking services to the National Housing Authority at no cost; cd i
- The Provincial Governor, City and Municipal Mayors, and other local government officials shall provide direct personnel and administrative support to the National Housing Authority in the implementation of the Program;
- The 1st Infantry Division, Philippine Army, and the PC Provincial Command of Nueva Ecija shall assist in the implementation of the Program by providing manpower as may be requested by the Authority, by ensuring the integrity and acceptability of Relief Cards and by supervising the orderly distribution of funds and benefits and by policing the construction markets to prevent undue speculation and overpricing; and
- The Ministry of the Budget shall release to the National Housing Authority the amount of THREE MILLION PESOS (P3,000,000.00) for direct housing assistance to qualified homeless families in the disaster areas, from the Calamity Funds of the President which release shall be a grant to the Authority and shall not form part and parcel of its authorized capitalization.
