MEMORANDUM FROM THE CABINET SECRETARY

| SUBJECT | : | Harmonization of Energy Conservation Measures and Health Protocols Against COVID-19 in Government Workplaces |
This is in line with Government's policy to promote and practice judicious and efficient utilization of energy resources as provided for under Republic Act No. 11285, otherwise known as the Energy Efficiency and Conservation Act, and the additional measures to address the rising cases of COVID-19 in the country as per the Memorandum from the Executive Secretary dated March 21, 2021, as likewise reiterated during the Cabinet Assistance System (CAS) meeting on March 24, 2021.
To help maintain energy sufficiency, particularly during the hot dry season, and help stem COVID-19 contagion in government workplaces, we would like to enjoin all government agencies to kindly ensure the harmonious implementation of energy efficiency and conservation measures and COVID-19 health protocols and risk mitigation strategies in your respective agencies. These include, among others, the utilization of energy efficient technologies and maintenance of proper ventilation, including natural ventilation through the opening of windows and doors, use of indoor plants, in addition to our faithful adherence to minimum public health standards.
