I
Checks for salaries and allowances of judges and personnel of the lower courts shall be released through mail. However, such checks may be personally taken from the Checks Disbursement Division of the Office of the Court Administrator subject to the following conditions:
IA
Only the Presiding Judge of the Court and/or his designated Liaison Officer are authorized to receive checks. There shall be only one such Liaison Officer whose authority is non transferrable. His authority shall be for a definite period, renewable in the interest of the service.
IB
For purposes of designation of the Liaison Officer, the Presiding Judge concerned or his Clerk of Court shall accomplish the enclosed form in duplicate and attach a 2x2 I.D. picture on both copies. The original copy shall be mailed to the Checks Disbursement Division of the Office of the Court Administrator. The duplicate shall be retained by the designated Liaison Officer for presentation to the Checks Disbursement Division when requesting for the release of checks.

The Presiding Judge taking the checks of his personnel shall present his Court I.D. to the Checks Disbursement Division.

The employee concerned may have his/her check released through his/her legitimate spouse, son or daughter duly authorized under a Special Power of Attorney. Except for those herein mentioned, no other person may be authorized by the employee to take his/her check.
The authorized representative shall present a copy of the Special Power of Attorney and an identification card when taking the check of the principal.
III
Checks for salaries and allowances shall be released three (3) days before due date.
This Circular shall take effect on April 1, 1997.
