Guidelines on the Issuance of Shipping Permit for the Local Transport of Live Animals, Animal Products and By-Products

Pursuant to DA Memorandum Circular No. 14 s. 2017 which reiterated the legal authority of the Bureau of Animal Industry-National Veterinary Quarantine Services Division (BAI-NVQSD) to issue local Shipping Permit for the local transport/shipment of live animals, animal products and by-products, within and between regions and island provinces/regions in the country, the following guidelines are hereby issued to provide guidance and clarifications for all concerned:
1. The BAI-NVQSD is mandated to issue local Shipping Permit (SP) for the INTRA-REGIONAL (within the region), INTER-REGIONAL (between regions) and INTER-ISLAND (between island provinces or regions) movement of live animals, animal products and by-products.
2. The INTRA-PROVINCIAL (within the province) movement of live animals, animal products and by-products shall be under the jurisdiction of Local Government Unit Veterinarian (Provincial Veterinary Office). AHDacC
3. The Shipping Permit for the INTRA-REGIONAL, INTER-REGIONAL and INTER-ISLAND movement shall be issued by BAI-NVQSD (Central Office or Veterinary Quarantine Stations).
4. The BAI Veterinary Quarantine Stations (VQS) — through its Regional Veterinary Quarantine Office or Provincial Veterinary Quarantine Office shall issue Shipping Permit.
5. The SP must be signed by authorized Veterinary Quarantine Officers (VQOs) or Animal Quarantine Inspectors (AQIs). There shall be no signing in behalf of authorized VQOs/AQIs.
6. Authorized Animal Quarantine Inspectors allowed to issue SP refer to Agriculturists or Livestock Inspectors who are permanent personnel under BAI's employment.
7. No pre-signed or ante-dated SP shall be allowed.
8. In areas without BAI Veterinary Quarantine Office, DEPUTIZED Local Government Unit Veterinarian shall be allowed to issue shipping permit for the INTRA-REGIONAL, INTER-REGIONAL and INTER-ISLAND covered in the areas of their jurisdiction PROVIDED his/her Special Order (SO) on Deputation is still valid and has not been revoked in writing.
9. The Veterinary Health Certificate (VHC) is a requirement prior to the issuance of shipping permit. The VHC shall be valid for three (3) calendar days upon its date of issuance.
10. Veterinary Health Certificate (VHC) shall be issued by a licensed veterinarian (farm veterinarian, private practitioner veterinarian, LGU veterinarian or DA RFO veterinarian).
11. VHC issued by farm veterinarian/private practitioner veterinarian shall be concurred by the local government unit veterinarian or DA RFO veterinarian for BAI list of notifiable diseases.
12. The Shipping Permit shall be valid for seven (7) calendar days upon its date of issuance.
13. All SP issuances shall comply with ONE VHC, ONE DESTINATION, ONE SHIPMENT POLICY.
