Guidelines on the Issuance of Shipping Permit for the Local Transport of Live Animals, Animal Products and By-Products
The BAI Memorandum Circular No. 26-17 outlines the guidelines for issuing shipping permits for the local transport of live animals, animal products, and by-products in the Philippines. The Bureau of Animal Industry's National Veterinary Quarantine Services Division (BAI-NVQSD) is responsible for issuing permits for intra-regional, inter-regional, and inter-island movements, while intra-provincial movements fall under local government veterinarians. Shipping permits must be signed by authorized veterinary personnel and require a Veterinary Health Certificate (VHC), which is valid for three days. The permits are valid for seven days and must adhere to a "One VHC, One Destination, One Shipment" policy.
