DEPED Order No. 078-09 establishes guidelines for the implementation of Regional ICT Tech-Voc High Schools in the Philippines, effective from the 2009-2010 school year. These schools aim to serve as Centers of Excellence in Information and Communication Technology (ICT) by offering various ICT specializations that lead to local and international certifications. GUIDELINES ON THE IMPLEMENTATION AND OPERATIONALIZATION OF THE REGIONAL ICT TECH-VOC HIGH SCHOOLS EFFECTIVE SCHOOL YEAR 2009-2010

1. In support to the main objectives of the ICT4E Program and Strengthened Technical-Vocational Education Program of the Department, the Regional ICT Tech-Voc High Schools shall be opened to serve as the Center of Excellence in ICT.
2. Pursuant to the ICT4E Strategic Plan, these Regional ICT Tech-Voc High Schools shall offer a wide range of ICT specializations leading to local and international certifications in ICT. These includes:
• Internet and Computing Fundamentals (ICF) — mandated subject in lieu of PC Operations
• PC Hardware Servicing
• Computer Networking Technology
• Computer Programming
• Animation and Visual Graphics Design
3. Said schools shall serve as the regional training centers and assessment centers in ICT. This further means that they shall also serve as the technical support system of other tech-voc high schools and other general high schools.
4. Enclosure No. 1 is the official list of Regional ICT Tech-Voc High Schools which shall adopt the ICT-Enhanced curriculum.
5. Enclosure No. 2 is the Specific Implementation and Operationalization Guidelines of the Regional ICT Tech-Voc High Schools which shall be followed by all concerned.
6. A yearly monitoring and evaluation of the Regional ICT Tech-Voc High Schools shall be administered to measure the effectiveness and efficiency of the program implementation. The first monitoring and evaluation shall be administered on November 2009.
7. For this purpose, a Tech-Voc ICT Technical Committee shall be constituted to be composed of the following officials and members from the Regional ICT Tech-Voc High Schools:

8. The program components of the ICT4E Program for Regional ICT Tech-Voc High Schools shall conform with the provisions specified under the ICT4E Strategic Plan.

ATTACHMENT
SPECIFIC OPERATIONAL GUIDELINES FOR REGIONAL ICT TECH-VOC HIGH SCHOOLS EFFECTIVE SY 2009-2010
A. GENERAL
In attainment of the goals and objectives set forth under the Strengthened Technical-Vocational Education Program and the ICT for Education (ICT4E) Program of DepEd, Regional ICT Tech-Voc High Schools shall be established beginning School Year 2009-2010 which will serve as the Regional ICT Center of Excellence.
B. GOALS AND OBJECTIVES
Below are the goals and objectives of the Regional ICT Tech-Voc High Schools:
a. To serve as the Regional Center of Excellence in ICT;
b. To serve as the technical support system of other tech-voc high schools and other general high schools in terms of repair and maintenance of computers;
c. To serve as the regional training center in different ICT specializations catering to the needs of the region;
d. To offer wide range of ICT specializations leading to local and international certifications to include:
• PC Hardware Servicing
• Computer Networking Technology
• Computer Programming
• Animation and Visual Graphics Design
• Internet and Computing Fundamentals (mandatory subject in lieu of PC Operations)
C. COVERAGE
48 ICT Schools or the Top 3 Regional ICT Tech-Voc High Schools shall implement this program based on their capability and readiness to offer. Enclosure 2 contains the official list of Top 3 Regional ICT Tech-Voc High Schools per Region.
The ICT-Enhanced Curriculum shall be implemented by said Regional ICT Tech-Voc High Schools. Other interested schools that wish to adopt this curriculum must submit a letter of request/intent to the TVE Task Force Office subject for its approval.
D. ICT-ENHANCED CURRICULUM
1. CURRICULUM IMPLEMENTATION
• For SY 2009-2010, all Regional ICT Tech-Voc High Schools shall offer two (2) additional ICT Specializations based on the needs of the students and on the requirements of the community and industries. Regional ICT Tech-Voc High Schools shall choose among the following ICT specializations:
1. PC Hardware Servicing
2. Computer Networking Technology
3. Computer Programming
4. Animation and Visual Graphics Design
• All Regional ICT Tech-Voc High Schools are mandated to offer PC Hardware Servicing as one of their ICT specializations in attainment of the goals of the ICT4E for Regional ICT Tech-Voc High Schools to serve as the repair and maintenance center in their respective regions.
• PC Operations shall be replaced by Internet and Computing Fundamentals (ICF) to be offered from first year to third year for one hundred twenty (120) minutes or two (2) hours per week.
• All students who finished taking all the competencies specified in the ICF shall be subjected to the online Digital Literacy Exam of Microsoft.
• To determine the students who shall take the ICT track, a general battery test shall be administered to all first year students before the beginning of classes while another specific battery test shall be administered after the school year to determine which ICT stream the students shall pursue for 2nd year to 4th year.
• Shifting of specializations is not allowed for 3rd year and 4th year students.
• For first year students enrolled in ICT track/cluster, the exploratory subjects in 4 streams in ICT shall be taught.
2. ICT STREAMS

3. CERTIFICATIONS IN ICT. Below is the certification rod map for the following ICT specializations:
1. PC Hardware Servicing — PC Hardware Servicing NC II
2. Computer Networking Technology — compTIA and CCENT
3. Computer Programming — Computer Programmer Certification
4. Animation and Visual Graphics Design — Visual Graphics design NC II and Animation NC II
* Internet and Computing Fundamentals — IC3 and Digital Literacy Certification
4. GRADUATION TRANSITION PROGRAM. As part of the interventions, all fourth year graduating students of the 48 Regional ICT Schools shall subject their students in a graduation transition program. A separate order or memo shall be released for this purpose.
E. PROFESSIONAL DEVELOPMENT
As provided for in the ICT4E Strategic Plan of DepEd, Education Managers such as the Regional and Division Officials, Administrators, Teachers, and Non-Teaching Personnel shall undergo specialized trainings in ICT. For teachers, the ultimate objective of the professional and skills development are not just to upgrade their skills but for them also to acquire local and international certifications in ICT. However, teachers that shall be trained will be subjected for a contract agreement with the Department which will require them to continue their services in the Department for two (2) years. They shall also be required to echo the training so as to benefit other teachers in their school.
F. INFRASTRUCTURE SUPPORT
As provided for in the ICT4E Strategic Plan of DepEd, all 282 tech-voc high schools shall be provided with 50 units of computers per school. The Technical Services Division of this Department shall be the authority in this provision.
G. GOVERNANCE AND SUPERVISION
Regional ICT Tech-Voc High Schools shall be monitored and supervised by the TVE Task Force Office. For this purpose, a yearly monitoring and evaluation shall be administered to said schools by the ICT Tech-Voc Technical Committee together with the Regional and Division TVE Supervisors and ICT Coordinators.
H. FUTURE DIRECTIONS
The following shall be the future directions and targets of the ICT4E Program for Tech-Voc Education:
1. Development of an online curriculum
2. Development of Multimedia Materials
3. Digitization of all Learning Materials
4. Accreditation of schools as an assessment center
5. Benchmarking of best ICT Schools
