The BJMP-DO-MC No. 033-17 outlines guidelines for granting the BJMP Seal of Good Governance to jail units in the Philippines, recognizing their efforts in maintaining safe environments and promoting rehabilitation for persons deprived of liberty (PDL). The Seal is awarded based on a comprehensive assessment of various criteria, including operational programs, security preparedness, personnel discipline, anti-corruption initiatives, rehabilitation sustainability, and community relations, requiring a minimum score of 95% for eligibility. The evaluation process involves data collection, validation, and recommendations by regional committees, culminating in an award ceremony led by the BJMP Chief. Violations, such as false reporting, are subject to penalties as per the BJMP's administrative regulations. This policy is effective 15 days after its publication and supersedes any conflicting regulations.

II. BACKGROUND/RATIONALE

The Bureau of Jail Management and Penology Seal of Good Governance is a recognition to jails' exemplary performance in maintaining safe and secured facilities and instilling of internal discipline for a corruption-free and drug-free workplace.

This is also a recognition to jails' efforts in providing sustainable rehabilitation and development programs for persons deprived of liberty (PDL) in making them productive during confinement and a reformed individual upon reintegration to the society.

III. COVERAGE

This Circular shall cover all BJMP operational jails nationwide. The rating period shall be from January to June for the 1st semester and July to December for the 2nd semester.

The BJMP Seal of Good Governance is separate and distinct award vis-à-vis awards for National BJMP's Bests awards given during anniversary. Winning facilities under this category are not precluded from nomination on the succeeding search.

V. ELIGIBILITY FOR NOMINATION

To qualify for the nomination to the National PRAISE Committee for the grant of the award, the jail units must achieve at least 95% of the overall weighted score and shall have no record of escape or any jail disturbances such as riot, noise barrage and other major jail incidents within the rating period.

VI. DATA COLLECTION, ASSESSMENT, AND VALIDATION

Chiefs of Divisions/Offices

All Regional Directors through heads of divisions or offices shall rate each jail per compliance on the programs within the rating period using the formula prescribed in Annex "A." The concerned divisions/offices shall submit their ratings to Operations Division for tabulations and consolidation. The Chief of Operations Division shall prepare and submit the ratings (Annexes "B" to "D") to the Regional PRAISE Committee for deliberation. (Annex B)

The Service Delivery Performance Evaluation shall be rated through a survey (Annex "F") to PDL to be conducted by the Regional IWD officers. The number of respondents shall be based on the number of PDL per jail. A minimum of 10 respondents for jails with population of 100 and below, 15 respondents for 101 to 300, 20 respondents for 301-500, 30 respondents for 501-999 and 50 respondents for jails with population of 1000 and above.

Data collection and tabulation shall commence every 2nd to 4th week of June for 1st semester rating and 2nd to 4th week of December for 2nd semester rating.

Regional PRAISE Committee

The Regional PRAISE Committee shall conduct deliberation on the consolidated ratings submitted by the Chief, Operations Division. The Committee shall also conduct an ocular inspection to validate the data and the facilities itself particularly to the top jails.

The Committee shall recommend to the Regional Director at least three most qualified jails that attained at least 95% of the overall weighted score for subsequent nomination to the National PRAISE Committee.

The submission of nominees to the National PRAISE Committee shall every 1st day of January and July for the 1st and 2nd semesters ratings, respectively with the following supporting documents enclosed in one (1) white long folder, to wit:

a. Endorsement from the Regional Directors

b. Final Report of Rating — Annex B

c. Rating per Criteria — Annex C

d. Summary of Ratings — Annex D (must consist the ratings of all jails within the region)

e. Write ups — Annex E (emphasize before and the present situation including its inputs and outcome supported with pictures in a matrix format)

The non-submission of nominees on the prescribed date shall be deemed a waiver on the part of the jail units to be considered for the award. Nonetheless, the Regional Director shall notify the National PRAISE Committee thru the Directorate for Operations if no jail qualifies for the award by submitting the ratings (Annexes "B" to "D") on the prescribed deadline (soft copy only with signature).

National PRAISE Committee

The National PRAISE Committee shall conduct initial deliberation on the ratings of the concerned Directorates/Offices vis-à-vis regional ratings and thereafter conduct an actual validation. The Committee may also invite the raters from concerned Directorates/Offices as resource persons during the deliberation.

The Committee shall conduct final deliberation on the result of actual validation, national and regional ratings and shall recommend the qualified nominee/s to the Chief, BJMP for final selection of the awardee/s.

VII. CONFERMENT OF SEAL

The Wardens of the winning facilities shall be notified of the awards and the date of conferment by the National PRAISE Committee through the Directorate for Operations. The conferment of the awards shall be held at the winning facilities and shall be given by the Chief, BJMP.

In addition, a project worth not less than One Hundred Thousand Pesos (Php100,000.00) shall also be awarded to the winners.

VIII. PENALTY CLAUSE

Faithful compliance with the provisions of this Circular is hereby enjoined. As such, any false reports found during the validation or any acts not in accordance with the provisions of this Circular shall be dealt with in accordance with the 2017 BJMP Comprehensive Administrative Machinery.

IX. SEPARABILITY CLAUSE

If any part hereof is declared invalid or unconstitutional, the remaining part of the provisions not otherwise affected shall remain valid and subsisting.

X. REPEALING CLAUSE

Any existing policies, circulars or memoranda contrary or inconsistent with provisions of this policy is hereby modified, repealed and amended accordingly.

XI. EFFECTIVITY

This Circular shall take effect after fifteen (15) days from filing a copy thereof at the University of the Philippines Law Center in consonance with Sections 3 and 4, Chapter 2, Book VII of Executive Order No. 292, otherwise known as "The Revised Administrative Code of 1987."
