Guidelines on Implementation of LGSF-Assistance to Cities in the FY 2018 GAA, RA No. 10964
The DBM Local Budget Circular No. 116-18 outlines guidelines for the implementation of the Local Government Support Fund (LGSF) for cities in the Philippines, as appropriated under the FY 2018 General Appropriations Act (Republic Act No. 10964). A total of P2,589,800,000 is allocated to enhance urban open spaces through various projects, including landscaping, establishment of parks, and construction of eco-friendly infrastructure. Cities must submit project proposals and designs by February 28, 2018, ensuring compliance with local development programs and safety regulations. 1.0 BACKGROUND
An amount of Two Billion Five Hundred Eighty Nine Million Eight Hundred Thousand Pesos (P2,589,800,000.00) was appropriated for the LGSF-Assistance to Cities in the FY 2018 GAA, RA No. 10964. The said amount shall be used to support the cities in the development of their respective open spaces. SICDAa
2.0 PURPOSE
This Circular is being issued to prescribe the guidelines on the implementation of the LGSF-Assistance to Cities under the FY 2018 GAA, RA No. 10964, consistent with Special Provision No. 4 of the LGSF in the FY 2018 GAA, RA No. 10964, which provides that the implementation of the LGSF-Assistance to Cities shall be subject to the guidelines to be issued for the purpose.
3.0 GENERAL GUIDELINES
3.1 The amount of Two Billion Five Hundred Eighty Nine Million Eight Hundred Thousand Pesos (P2,589,800,000.00) appropriated under the LGSF-Assistance to Cities in the FY 2018 GAA, RA No. 10964 shall be used to support the cities in implementing the following projects:
3.1.1 Enrichment of open space creating sustainable and livable urban environment through turfing, landscaping, and green space architecture;
3.1.2 Establishment of forest parks, arboretum and botanical gardens;
3.1.3 Transformation of streetscape, such as installation of eco-friendly street furniture and fixtures, and shading;
3.1.4 Augmentation of connectivity and accessibility, such as construction of eco-friendly bike lanes and walkways; and
3.1.5 Green infrastructure enhancements, such as tree planting, construction of bioswales and pervious surfaces.
3.2 The allocation for each city, as indicated in Annex A hereof, were computed based on their respective population counts and land area measurements.
3.3 Taking into consideration their respective allocation ceilings, the cities concerned shall submit the following documents to the DBM Central Office not later than February 28, 2018:
a. Expression of Interest addressed to the DBM Secretary and signed by the local chief executive (template provided under Annex B); and
b. Conceptual design of the proposed project/s (template provided in Annex C).
3.4 In the identification of the project(s) to be implemented and determination of the corresponding costing requirements, the following guidelines shall be strictly observed by the cities:
3.4.1 The proposed project(s) are included in the duly approved Local Development Investment Program and Annual Investment Program of the city.
3.4.2 The proposed project(s) should be located in a suitable area, that is, (i) open space; (ii) public land; and (iii) land that is accessible and free to the public.
3.4.3 The location, area or site of the project(s) is not included in the critical geo-hazard areas or no build zones identified and/or certified by the Mines and Geo-sciences Bureau hazard map.
3.4.4 The city has the capability to implement the proposed project(s) either by administration or contract.
3.4.5 Construction costs shall cover hardscape, softscape and utilities components of the open space, and shall exclude maintenance costs, such as, but not limited to, electricity and water bills.
3.4.6 The cities concerned shall commit to fund the cost of maintenance and repairs of the proposed project(s).
3.5 The DBM shall conduct a series of workshops to inform the city officials concerned of the best practices, public open space designs, and other policies/procedures, documentary requirements, and timelines for the release of the Fund.
4.0 FINAL SUBMISSION AND APPROVAL OF PROJECT PROPOSALS, AND RELEASE OF THE FUND
A separate circular shall be issued by the DBM to prescribe the guidelines and procedures on the final submission and approval of project proposals, and release of the fund to the cities concerned.
5.0 DISSEMINATION OF THIS CIRCULAR
The DBM Regional Offices shall disseminate a copy of this Circular to all the cities within their respective regional jurisdictions.
6.0 ISSUES FOR RESOLUTION
Interpretation of the provisions of this Circular, including cases not covered therein, shall be referred to the DBM for resolution. DHIcET
7.0 EFFECTIVITY
This Circular shall take effect immediately.
