Guidelines on Handling and Transport of Economic Zones' Solid Wastes
The PEZA Memorandum Circular No. 003-06, effective March 1, 2006, establishes guidelines for the handling and transport of solid wastes within economic zones in the Philippines. These guidelines are aligned with the Ecological Solid Waste Management Act of 2000 and were developed in consultation with the Department of Environment and Natural Resources. Key changes include the accreditation of solid waste haulers, the imposition of fines for non-compliance, the requirement for waste generators to submit a Solid Waste Management Plan, and the mandatory use of a Gate Pass for waste transport documentation. Compliance with these guidelines is strictly enforced to promote effective waste management within economic zones.

Effective 01 March 2006, PEZA shall implement the attached Guidelines on Handling and Transport of Economic Zones' Solid Wastes.
The Guidelines are based on Republic Act No. 9003 "Ecological Solid Waste Management Act of 2000" and its Implementing Rules and Regulations (DENR Administrative Order No. 34 series of 2001), and formulated in consultation with DENR-National Solid Waste Management Commission.
Some major changes from the existing system are the accreditation of solid waste haulers and collectors, the imposition of fines and/or administrative sanctions, submission of a Solid Waste Management Plan (SWMP) by solid waste generators, and the use of Gate Pass to document transport of residual waste generated by economic zone locator enterprises for disposal.
