ADOPTING GUIDELINES IN UTILIZING FUNDS ALLOCATED FOR INACTIVE ETSP BENEFICIARIES IN CLASSROOM BUILDING PROJECT OF LINGKOD SA KAPWA PILIPINO OF THE COMMISSION ON FILIPINOS OVERSEAS
WHEREAS, the Exchange Visitor Program (EVP) Committee in the Philippines is mandated to promulgate policies, rules and regulations to implement Philippine participation in the program;
WHEREAS, the EVP Committee issued the Resolution No. 01-2011, "Qualifications, Guidelines and Procedures on the Implementation of the Enhancement Training Sponsorship Project as the Second Component of the Alternative Arrangement in lieu of the Two-Year Home-Country Residency Requirement." In 5 September 2011 which authorizes the dropping of inactive beneficiaries (Article X) and the utilization of unused funds by another eligible beneficiary (Article IX, Letter g);
WHEREAS, the EVP Secretariat recommends to the EVP Committee to utilize unused funds, formerly allocated for ETSP beneficiaries, for the construction of classroom buildings under the Lingkod sa Kapwa Pilipino (LINKAPIL) Program of the Commission on Filipinos Overseas;
RESOLVED THEREFORE, the EVP Committee approves the recommendation of the EVP Secretariat to utilize funds for the Classroom Building Project and authorizes the CFO to use the guidelines of the LINKAPIL program in the implementation of the construction of classroom buildings;
RESOLVED FURTHER, the CFO shall coordinate with the Department of Education for the identification of areas with severe classroom shortage;
RESOLVED FURTHER, the CFO shall be responsible for the utilization of funds and submit to the EVP Committee copy a financial report of all expenses incurred before and during the construction of classroom buildings. TCIDSa
