NAPOLCOM MEMORANDUM CIRCULAR NO. 06-94

This Memorandum Circular prescribes the following standard act of procedures and formats in the preparation and presentation of Program Review and Analysis by the PNP Regional Offices.
I. GENERAL POLICIES
1. The PNP Regional Office shall submit to NAPOLCOM Regional Office their Annual Operation Plans and Budget on or before the 10th day of the ensuing year. HTcADC
2. The Annual Operation Plans and Budget shall be presented in accordance with the format prescribed by the Department of Interior and Local Government (DILG).
3. The Program Review and Analysis (PRA) shall be conducted quarterly on or before the 10th day of the first month of the ensuing quarter to ensure effective and efficient implementation of PNP programs/projects/activities for maximum productivity and performance. Thus, regional PRAs are scheduled within the following period:

The last PRA presentation scheduled at the early part of January of the ensuing year shall be a review and analysis for the year under review.
4. The Program Review and Analysis of the PNP Regional Office shall be presented at the PNP Regional Office before a Panel of Reactors composed of the NAPOLCOM Regional Director, DILG Regional Director, CSC Regional Director, RPOC Chairman and three (3) others, two (2) of whom shall represent the private sector/NGOs and one from among the local chief executives and heads of the national agencies in the region.
5. The NAPOLCOM Regional Director shall submit to the Commission through the Vice-Chairman and Executive Officer an assessment report on the PNP regional performance based on the PRA, stating among other matters, those recommendations which are immediately doable/implementable which will enhance the operational capability of the PNP in the region. II. PROCEDURAL GUIDELINES
A. On Preparation of the Report
1. The Program Review and Analysis report shall include, among others, the following:
a. Mission and Objectives
b. Accomplishments during the period
c. General assessment of operation
d. Problems
— manpower
— finances
— equipment/logistics
— operation
— others
e. Recommendations
2. The accomplishments must be presented by Program/Projects/Activities (P/P/A) and in terms of the approved performance indicators as indicated in their regional Annual Operation Plans and Budget.
3. The general assessment shall be on the basis of the performance against the target plans set.
4. Problems shall include those relating to manpower, finances, logistics/equipment, operations and other similar factors which bear upon the performance of the regional PNP.
5. Recommendations to the problems presented must include not only those that are immediately doable predicated on a medium and long-range scale, if necessary.
B. On Presentation of PRA Report
1. The report must be submitted to the NAPOLCOM Regional Office at least three (3) days before the scheduled date of presentation before a Panel of Reactors.
2. The NAPOLCOM Regional Director shall preside.
3. The order of presentation shall be as follows:
a. Mission and Objectives
b. Operation Plans for the period
c. Accomplishments
d. General assessment of operations
e. Problems
— human resources
— financial
— logistics/equipment
— operational
— others
f. Recommendations
4. The Panel of Reactors must give emphasis on the extent of accomplishment vis-a-vis set targets, to include the utilization of resources. aScITE
This Memorandum Circular shall take effect immediately.
