Guidelines in the Annotation of the Certificate Authorizing Registration in the Certificate of Title
LRA Circular No. 03-07, issued on January 22, 2007, establishes guidelines for annotating Transfer Certificates of Title in the Philippines. It mandates that certain details from the Certificate Authorizing Registration (CAR) issued by the Bureau of Internal Revenue (BIR) must be inscribed on the title, including the CAR's serial number, issuance date, Revenue District Office Number, name of the signing officer, and taxes paid. | SUBJECT | : | Guidelines in the Annotation of the Certificate Authorizing Registration in the Certificate of Title |
For the information and compliance of all concerned, quoted hereunder is Section 1 of the Memorandum Order No. 233 dated 11 December 2006, directing the Land Registration Authority through the concerned Register of Deeds to inscribe certain annotations in the Transfer Certificate of Title, to wit:
"Section 1. Additional Annotation Requirement. — The Land Registration Authority, through the concerned Register of Deeds, is hereby directed to annotate in the Transfer Certificates of Title the serial number of the Certificate Authorizing Registration (CAR) issued by the BIR, the date of its issuance, the Revenue District Office Number of the district office that issued the CAR, the name of the Revenue District Officer who signed the CAR and the taxes paid. This shall be an indispensable requirement prior to the issuance of a Transfer Certificate of Title by the Register of Deeds."
Henceforth, in the implementation of the above quoted provision, all concerned are hereby directed to inscribe the required annotations which shall be stamped immediately below the entry describing the transaction/instrument resulting in the issuance of a new title, on the certificate of title to be cancelled prior to the issuance of a new Certificate of Title in lieu thereof.
A devised rubber stamp, sample attached hereof as Annex "A," can be secured from the Property Supply Section, this Authority.
