DOE Circular No. DC2009-10-0013 establishes guidelines for implementing Executive Order No. 839, which mandates that oil companies maintain or reduce the prices of petroleum products to those prevailing on October 15, 2009. This directive applies to all players in the oil and LPG industries, requiring them to submit a list of retail outlets and current prices within 24 hours of the circular's effectivity. GUIDELINES IMPLEMENTING EXECUTIVE ORDER NO. 839

Pursuant to Executive Order No. 839 issued by President Gloria Macapagal-Arroyo on 23 October 2009, the Department of Energy (DOE), in coordination with the Department of Justice (DOJ) hereby adopts the following guidelines to implement the directive to the oil companies to maintain prices of petroleum products prevailing on 15 October 2009. 1. Scope and Coverage

All oil and LPG industry players are hereby directed to retain or reduce the prices of their refined petroleum products, specifically gasoline, diesel, biodiesel, kerosene, and LPG, actually prevailing at the pump in the case of gasoline stations, as of October 15, 2009.

All oil and LPG industry players shall submit to the DOE within twenty-four (24) hours from the effectivity of this Circular, a listing of all their gasoline/LPG retail outlets in Luzon and the actual prices of LPG and at the pumps of the above-identified refined petroleum products of each gasoline/LPG retail outlet as of October 15, 2009.

2. Effectivity of the Prices

The prices of the above-identified refined petroleum products prevailing as of October 15, 2009 shall remain effective until the EO is lifted or revoked by the President of the Philippines.

3. Monitoring of Supply

All oil and LPG industry players shall submit to the DOE a daily inventory of the above identified refined petroleum products.

4. Effectivity of this Circular

These Guidelines shall take effect immediately upon publication in one (1) newspaper of general circulation.
