MEMORANDUM ORDER NO. 161-A
PROVIDING GUIDELINES FOR THE IMPLEMENTATION OF THE COMPREHENSIVE AND INTEGRATED METROPOLITAN MANILA WASTE MANAGEMENT PLAN
In line with the provisions of Memorandum Order No. 161 dated March 1, 1988, requiring the coordinated and synchronized efforts of the different agencies of the government and private organizations to ensure effective and efficient implementation of the aforementioned Plan, the following guidelines on the functions and responsibilities of the departments and offices concerned are hereby issued:
Department of Public Works and Highways
1. Conduct all feasibility and project studies, systems and procedures, detailed engineering design, and project plans for the infrastructure components of the Plan; and
2. Construct infrastructure facilities of the Plan.
Department of Health
1. Coordinate with the appropriate authorities on the enforcement of sanitation rules and regulations;
2. Undertake the study on hospital waste management; and
3. Ensure the provision of basic health services and facilities at dumpsites and resettlement sites.
Department of Environment and Natural Resources
1. Review and evaluate proposed projects under the Plan with regard to their environmental impact;
2. Conduct regular monitoring of activities of the Plan implementation to ensure compliance with environmental standards; and
3. Assist DOH in the conduct of the study on hospital waste management.
Department of Transportation and Communications
Develop an effective transport system and a communications network to enhance monitoring capabilities of the Plan. IDTHcA
Local Government Units
1. Assist the MMC in the garbage collection and transport activities in their respective localities;
2. Assist the Philippine Information Agency (PIA) in the public information campaign of the Plan;
3. Enforce local ordinances related to scavenging, garbage collection and transporting;
4. Undertake the pre-relocation/relocation activities for the absorption of scavengers in the low cost housing projects of the NHA;
5. Assist the NHA in the conduct of feasibility studies and development of low cost housing projects at the dumpsites; and
6. Assist in financing viable livelihood projects for scavengers.
Department of Budget and Management
Program and allocate the financial requirements of the Plan, subject to the approval of the President.
National Economic and Development Authority
1. Integrate the Plan in the National Development Plan; and
2. Identify possible sources of fund for the Plan.
Philippine Constabulary-Integrated National Police
1. Enforce local ordinances on scavenging, garbage collection and transportation; and
2. Provide police assistance in all aspects of the implementation of the Plan.
Philippine Information Agency
Conduct a year round information campaign towards the achievement of the objectives of the Plan.
Department of Social Welfare and Development
1. Exercise overall coordination in the implementation of the Plan for scavengers; and
2. Allocate resources for the benefit of scavengers under the Self-Employment Assistance Program, Balik-Probinsya Program and other projects of the DWSD.
Presidential Commission for the Urban Poor
Coordinate all activities for the On-site Development Program component of the Plan for Scavengers.
National Housing Authority
1. Conduct feasibility studies and develop low cost housing projects at the dumpsites; and
2. Absorb scavengers in NHA resettlement/low-cost housing projects.
Department of Labor and Employment
1. Lead/coordinate the implementation of the training and employment of scavengers; and
2. Coordinate with MMC in the identification of skills required for the Solid Waste Management System.
Department of Education, Culture and Sports
1. Provide formal and non-formal education for scavengers; and
2. Assist the PIA in the information and education campaign of the Plan.
Presidential Management Staff
Provide institutional support in the overall implementation of the Plan.
