GUIDELINES FOR THE ESTABLISHMENT OF SCION GROVES/SEED GARDENS/BUDWOOD GARDENS
Pursuant to the provisions of the Implementing Rules and Regulations of RA 7308, otherwise known as the Seed Industry Development Act of 1992, Chapter V, and Article 18. Section 1, Memorandum Circular #03, Series of 2006 "Revised Guidelines for Plant Nursery Accreditation", the following guidelines are hereby adopted to ensure better quality of planting materials:
I. Nursery Accreditation
To qualify for the nursery operators to apply for accreditation or re-accreditation, he/she must first establish a scion grove as a source of quality propagules. The availability of certified scions can be obtained from certified tagged trees by the Plant Material Certification Program, with corresponding varieties and accession numbers as NSIC-approved and registered.
II. Selection of Sites
To establish the scion grove, the following requirements should be met, to wit:
a) Free from any existing alternate and main host plants of insect vector and the disease up to a kilometer linear radius.
b) Should be in an area having minimal risks for spread of infections by drainage, flooding, irrigation and other means.
c) Accessible to source of water.
d) With soil suitable for plant growth and good drainage.
e) Accessible to good roads.
III. Sources of Planting Materials
Source of planting materials are the foundation groves that were established by the Bureau of Plant Industry which are being located at BPI Research and Development Centers and DA-RFUs. At present there are 24 groves that are maintained for the purpose. DcTaEH

V. Cultural Requirements
a) Approved cultural management should be employed even at the start of planting.
b) Trees (citrus, banana) should be indexed periodically.
c) Trees should always be free from undesirable bud mutation.
d) Each tree should be labeled as to variety and source after certification.
e) Each tree shall serve as source of propagative materials by accredited nursery operators.
f) Each tree should be separated from non-registered groves by wide middles or buffer rows of registered or validated trees.

Definition of Terms:
Candidate Parent Source Tree (CPST) — a tree that has been selected for which registration is intended when inspection, evaluation and testing for systemic diseases are completed. AICHaS
Parent Source Tree (PST) — trees that have been evaluated, indexed and found free from any known bud-transmissible diseases with the approval of the National Seed Industry Council Board, they are registered. All propagative materials that came from the registered PST should carry the same number as the PST.
Registered Tree — tree that has been inspected and tested in accordance with the prescriptive evaluation and guidelines to serve as a source of propagating materials in the production of certified planting materials.
Foundation Grove — is a grove where all registered PST of different varieties are planted and under the direct supervision and coordination of the government.
Scion Grove — an orchard planted with different registered cultivars of fruit bearing trees where plant nursery operators shall be required to obtain their propagative scions for the production of certifiable planting materials.
Seed Garden — an area planted to Cacao and Coffee registered seedlings where plant nursery operators shall be required to obtain their propagative scions for the production of certifiable planting materials.
Budwood Garden — an area planted to registered rubber trees where plant nursery operators shall be required to obtain their propagative scions for the production of certifiable planting materials.
Scion — the bud, shoot or budstick of a desired plant being propagated by budding or grafting.
Budstick — a piece of 1 or 2 year old twig taken from a mother source tree with bud-eyes or an apical meristem which is cut by plant propagator and inserted in the cut bark of the seedling rootstock during the process of asexual propagation.
Rootstock — the established plant onto which the bud or shoot is inserted or united by a process called budding and grafting.
Indexing — the process of testing a plant by grafting tissue to a highly susceptible seedling variety known as indicator plant or by using other approved means to determine any latent virus infection.
Indicator plant — plants that are particularly susceptible to certain viruses and readily develop symptoms in a much shorter period of time when infected. TcHCDI
