Please be informed that Public Safety Division-Fire & Rescue Unit (PSD-FRU) will implement the guidelines for the issuance of Fire Safety Inspection Certificate (FSIC) to CDC Locators pursuant to the provisions of Republic Act No. 9514, otherwise known as "The Fire Code of the Philippines and its Implementing Rules and Regulations."

POLICY ON THE ISSUANCE OF FIRE SAFETY INSPECTION CERTIFICATE (FSIC) FOR CDC LOCATORS
A. POLICY
Clark Development Corporation (CDC) Public Safety Division (PSD) shall ensure that all locators of CDC must have a Fire Safety Inspection Certificate (FSIC) prior to the issuance of Occupancy Permit and Certificate of Registration and Tax Exemption (CORTE).
B. OBJECTIVES
1. Ensure safety of all locators, employees, guest, residents and the general public from fire incidents by strictly implementing the provision of the R.A. 9514, also known as The Fire Code of the Philippines and its Implementing Rules and Regulations (IRR) and P.D. 1096, also known as The National Building Code of the Philippines.
2. Expedite the issuance of the required Fire Safety Inspection Certificate (FSIC).
C. COVERAGE
1. All persons, registered locators/enterprise within CFZ/CSEZ.
2. All buildings, facilities or structures and their premises erected or constructed before and after the effectivity of this policy.
3. Design and installation of mechanical, electronics and electrical systems relative to the fire protection.
4. Manufacturing, storage, handling/use, and shipment of explosives and/or combustible, flammable liquids and gases, toxic and other hazardous materials and their wastes.
5. The safety planning, design, construction, repair, maintenance, rehabilitation and demolition.
6. Fire protective and warning equipment or systems.
7. All vehicles and equipment.
8. Petroleum industry installation.
D. TYPES OF FIRE PROTECTION SYSTEM
1. Automatic Fire Suppression System (Sprinkler)
2. Wet Standpipe System
3. Dry Standpipe System
4. Automatic Fire Detection and Alarm System
5. Manual Fire Detection and Alarm System
6. Fire Extinguishers
7. Automatic Kitchen Hood Five Suppression System
E. GUIDELINES FOR THE FIRE PROTECTION REQUIREMENTS FOR DIFFERENT TYPES OF OCCUPANCY.
1. The following types of occupancies shall install Automatic Fire Suppression System (Sprinkler System) in accordance with Sec. 10.2.6.5 of the Fire Code of the Philippines and its IRR:

4. The following types of occupancies shall install Manual Fire Detection and Alarm System in accordance with Sec. 10.2.6.4 of R.A. 9514. HEITAD
For this purpose, the Alternative and/or Remedial Fire Safety Measures are as follows:
Measures:
• Fire Safety and Prevention Program that includes the creation of a Fire Brigade within the establishment of the concerned building of the applicant/owner
• Fire Drill Certificate
Fire Protection:
• Provision for 20% increase of fire extinguishers
• Installation of Wet or Dry Standpipe System
• Provision for Automatic or Manual Fire Detection and Alarm System
F. n RESTRICTIONS
1. Any locator or establishment who shall be found not complying with the requirements or shall be found with violation of the provision of the Fire Code of the Philippines and its IRR shall be charged with appropriate administrative fee/fines.
2. CDC PSD FRU shall conduct re-inspection of the building/facility until all the requirement of the Fire Code of the Philippines is/are complied.
3. Any violation/s of this policy shall be reported immediately to the CDC Management, for appropriate action.
G. ADMINISTRATIVE FEES/FINES
Administrative Fees/Fines shall be consistent with the Fire Code of the Philippines.
H. EFFECTIVITY
This policy shall be implemented effective upon approval.
