Guidelines and Procedures Governing Disposal of Confiscated Meat and Meat Products Including Laboratory Meat Samples

NMIS MEMORANDUM CIRCULAR NO. 3-2007-10

 

In view of the urgent need for a smooth and efficient disposal of confiscated meat and meat products including laboratory meat samples, to avoid further economic loss and payment of storage fees, the following guidelines are hereby issued for the guidance of all concerned, to wit:

A. Confiscated Meat and Meat Products

1. All confiscated imported meat and meat products in the custody of NMIS National Capital Region shall be turned-over to the Central Office Disposal Committee for proper disposal.

2. Only members of the committee and one (1) representative of the NCR are authorized to dispose of confiscated meat and meat products.

3. Final judgment and disposal of all confiscated meat and meat products shall be accomplished within 12-24 hours after apprehension, except those involved in legal cases.

4. All confiscated meat except those coming from banned/prohibited countries shall be subjected to organoleptic examination and other laboratory analysis to determine their suitability or unsuitability for human consumption prior to disposal. cCAaHD

a) Those found fit for human consumption shall be donated to charitable institutions, victims of calamities and other recipients as per directive of the Executive Director. In case of buffalo meat, these shall be processed into canned meat products prior to donation.

b) Confiscated meat found unfit or unwholesome shall be disposed of through rendering.

5. In no case shall canned meat products be withdrawn from NMIS Central Warehouse for whatever purpose without prior approval of the Executive Director.

6. All documents such as acknowledgment or withdrawal receipts pertaining to the above activities shall be properly accomplished and submitted to the committee for recording and inventory purposes.

B. Laboratory Samples

1. Meat and meat product samples including canned meat found negative for pathogenic microorganisms, parasite lesions and other abnormalities based on laboratory result and still fit for human consumption shall be disposed by donations to charitable institutions and victims of calamities.

2. Those found positive of the above-mentioned conditions shall be disposed of through rendering.

3. The LSD head shall furnish the committee of current inventory of laboratory samples ready for disposal.

4. The Committee shall submit appropriate reports to the Office of the Executive Director for his ready reference. ECaAHS
