PRESIDENTIAL DECREE NO. 1125
GRANTING SECOND GRADE CIVIL SERVICE ELIGIBILITIES TO MUSLIM RETURNEES WHO HAVE SUCCESSFULLY COMPLETED THE SECOND LEADERSHIP TRAINING PROGRAM FOR THE DEVELOPMENT OF MINDANAO
WHEREAS, 59 Muslim rebels have successfully completed a Leadership Training Program for the development of Mindanao which aims to harness their capabilities for the development effort of the government; aisa dc
WHEREAS, after a review and evaluation of said training program; the Civil Service Commission is of the opinion that in view of the broad and varied coverage of the course, its successful completion could be considered adequate to meet the requirements of a regular civil service examination;
WHEREAS, it is in the national interest that these Muslim returnees be immediately integrated into the political mainstream as a means of hastening national development and the opening of the door for them to be in the government is a means towards this end;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree:
SECTION 1. The following Muslim returnees who have successfully completed the Second Leadership Training Program conducted jointly by the Mindanao Executive Development Academy and the Southern Philippine Development Authority are hereby conferred Sub-professional Civil Service Eligibility which shall qualify them for appointment to first level positions in the Civil Service.
