MEMORANDUM ORDER NO. 363
IMPLEMENTING THE GRANT OF SPECIAL LEAVE PRIVILEGES TO OFFICIALS AND EMPLOYEES IN THE OFFICE OF THE PRESIDENT (PROPER)
Pursuant to the provisions of Sections 1 and 2, Rule VIII of the Omnibus Rules, Implementing Book V of the Administrative Code of 1987 and Civil Service Commission Resolution No. 962242, dated March 21, 1996, in line with the CSC's thrust of "Humanizing the Bureaucracy", officials and employees of this Office are hereby authorized to avail themselves of the following special leave privileges:
a. paternity
b. funeral/mourning leave
c. graduation leave
d. enrollment leave
e. wedding anniversary leave
f. birthday leave
g. hospitalization leave
h. accident leave
i. relocation leave
subject to the following conditions:
1. That the official/employee may be granted a maximum of three (3) days within a calendar year to avail himself/herself of any of the above-listed special leave privileges of his/her choice;
2. That such special leave privileges shall be non-cumulative and non-commutable;
3. That the official/employee shall seek approval of his/her application for the said special privileges for at least one (1) week prior to the availment of the special leave privilege, except on emergency cases; and
4. That the special leave privileges, if utilized, shall not be charged to or deducted from the employee's accumulated leave credits. cdt
