Republic Act No. 689, approved on May 9, 1952, grants Rizalina M. Obidos a 25-year franchise to construct, maintain, and operate an electric light, heat, and power system in Altavas, Capiz. The franchise requires her to commence operations within 1.5 years of approval. If the government decides to take over the facility, Obidos must surrender the franchise and transfer all serviceable equipment at cost, minus depreciation. This act is effective immediately upon approval.

REPUBLIC ACT NO. 689
AN ACT GRANT TO RIZALINA M. OBIDOS A FRANCHISE FOR AN ELECTRIC LIGHT, HEAT AND POWER SYSTEM IN THE MUNICIPALITY OF ALTAVAS, PROVINCE OF CAPIZ
SECTION 1. Subject to the terms and conditions established in At Numbered Thirty-six hundred and thirty-six as amended by Commonwealth Act Numbered One hundred thirty-two, and to the provisions of the Constitution, there is granted to Rizalina M. Obidos, for a period of twenty-five years, from the approval of this Act, the right, privilege, and authority to construct, maintain, and operate an electric light, heat and power system for the purpose of generating and distributing electric light, heat, and/or power for sale within the municipality of Altavas, Province of Capiz: Provided, That the holder of the franchise herein one and granted shall start the operation thereof within one and a half years from the approval of said franchise. cd i
SECTION 2. It is expressly provided that in the event the Government should desire to maintain and operate for itself the plant and enterprise herein authorized, the grantee shall surrender her franchise and will turn over to the Government all serviceable equipment therein, at cost, less reasonable depreciation.
SECTION 3. This Act shall take effect upon its approval.
