Republic Act No. 619, approved on May 15, 1951, grants the Lumanlan Brothers Company a 25-year franchise to construct and operate an electric light, heat, and power system in the Municipality of Tanabo, Davao. The Act stipulates that the company must adhere to existing laws and constitutional provisions. Additionally, if the government decides to operate the facility, the company is required to surrender its franchise and transfer all serviceable equipment at cost, minus reasonable depreciation. The Act became effective upon its approval and was published in the Official Gazette.

REPUBLIC ACT NO. 619
AN ACT TO GRANT TO THE LUMANLAN BROTHERS COMPANY A FRANCHISE FOR AN ELECTRIC LIGHT, HEAT AND POWER SYSTEM IN THE MUNICIPALITY OF TANABO, PROVINCE OF DAVAO
SECTION 1. Subject to the terms and conditions established in Act Numbered Thirty-six hundred and thirty-six, as amended by Commonwealth Act Numbered One hundred and thirty-two, and the provisions of the Constitution, there is granted to the Lumanlan Brothers Company, a Filipino Corporation, for a period of twenty-five years after the approval of this Act, the right, privilege and authority to construct, maintain and operate an electric light, heat and power system for the purpose of generating and distributing electric light, heat and/or power for sale within the Municipality of Tanabo, Province of Davao.
SECTION 2. It is expressly provided that in the event Government should desire to maintain and operate for itself the plant and enterprise herein authorized, the grantee shall surrender its franchise and will turn over to the Government all serviceable equipment therein, at cost, less reasonable depreciation.
SECTION 3. This Act shall take effect upon its approval.
