Governing the Exportation from the Philippine Islands during 1915 of Philippine Fibers Coming under the Provisions of Act No. 2380

ACT NO. 2426

AN ACT GOVERNING THE EXPORTATION FROM THE PHILIPPINE ISLANDS DURING THE YEAR NINETEEN HUNDRED AND FIFTEEN OF PHILIPPINE FIBERS WHICH COME UNDER THE PROVISIONS OF ACT NUMBERED TWENTY-THREE HUNDRED AND EIGHTY OF THE THIRD PHILIPPINE LEGISLATURE, AND WHICH MAY HAVE BEEN GRADED AND BALED PRIOR TO JANUARY FIRST, NINETEEN HUNDRED AND FIFTEEN

SECTION 1. Any bales of abaca (manila hemp), pacol, maguey (cantala), or sisal which have been graded and baled prior to the first day of January, nineteen hundred and fifteen, shall not be subject to the provisions of Act Numbered Twenty-three hundred and eighty and the general orders of the Bureau of Agriculture, in regard to the manner of their grading and baling and also their shipment from the Philippine Islands, Provided, however, That —

(a) Any person, association, or corporation who may have in stock on the first day of January, nineteen hundred and fifteen, any such bales of fiber shall file with the Bureau of Agriculture not later than January thirtieth, nineteen hundred and fifteen, a sworn statement showing the total number of such bales in stock and the number of bales of each mark or grade. In case a person or firm shall have such stocks in more than one city or town, a separate statement shall be submitted for each locality. The Director of Agriculture, upon the filing of the statement, shall issue a certificate setting forth that the fiber was graded and baled prior to January first, nineteen hundred and fifteen.

(b) When any lot of the aforementioned fiber is transferred by sale or otherwise from one party to another in the Philippine Islands, or when any such lot is shipped from any port to another in the Philippine Islands, the original owner shall report to the Director of Agriculture the total number of bales so transferred or shipped and the name and address of the consignee. When such fiber is to be shipped to countries outside the Philippine Islands, however, the shipper shall first report to the Director of Agriculture the total number of bales to be shipped and also the number of bales of each mark or grade.

(c) In connection with the shipment to countries outside the Philippine Islands of any bales of fiber coming under the provisions of this Act, the shipper shall obtain from the fiber inspector assigned to his station a certificate showing that the fiber was graded and baled prior to January first, nineteen hundred and fifteen, and that it was passed uninspected. The Director of Agriculture shall check any such shipment and stamp each bale.

(d) All bales of fiber graded and baled prior to January first, nineteen hundred and fifteen, which are not exported from the Philippine Islands before the first day of July, nineteen hundred and fifteen, shall be opened and regraded in the manner prescribed in Act Numbered Twenty-three hundred and eighty and in the general orders of the Bureau of Agriculture, and will be dealt with in the same manner as fiber originally graded and baled during the year nineteen hundred and fifteen. caITAC

SECTION 2. Any grading establishment or any person, association, or corporation engaged in buying or exporting any of the fibers covered by Act Numbered Twenty-three hundred and eighty of the Philippine Legislature, which fails to comply with any of the provisions herein prescribed, shall be required to submit all of its stock of fiber to the regular inspection and approval of the Government fiber inspectors prior to its shipment from the Philippine Islands, in accordance with the provisions of Act Numbered Twenty-three hundred and eighty.

SECTION 3. This Act shall take effect on its passage. cDCIHT
