LETTER OF INSTRUCTIONS NO. 278

Considering the thousands of aliens who have manifested their intention to file applications for naturalization with your Committee under the provisions of LOI 270, including those in the remote provinces but who are unable to file their applications and/or comply with all the requirements of said LOI because of the deadline previously set therein; and considering further that the magnitude of the work of your Committee, you are hereby directed and authorized:
1. To submit periodically your recommendations but not later than June 15, 1975; acd
2. To expend and disburse, from the fees and amounts collected by your Committee from applicants under LOI 270, all such sums as are necessary for the more effective and expeditious conduct of your business, such as for printing costs of forms and other papers, the purchase of equipment, the hiring of temporary personnel, payment of overtime, meal allowances, transportation expenses and per diems of personnel, and other miscellaneous expenses; and
3. To appoint or request the detail from government offices or agencies of such other personnel as may be necessary for the discharge of your functions. Appropriate allowances may be provided for personnel assigned and/or detailed to the Committee.
DONE in the City of Manila, this 12th day of May, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
