Supreme Court Administrative Circular No. 143-2019 amends previous guidelines regarding local travel for judiciary officials and employees in the Philippines. It establishes new daily travel allowance (DTA) rates based on travel destinations, with a maximum DTA of P1,500 to P2,200 depending on the region. The circular specifies the apportionment of DTA for lodging, meals, and incidental expenses, and eliminates the need for receipts during liquidation. Additionally, it states that judiciary officials on travel status are not allowed to render overtime services with pay. This circular is effective in accordance with Executive Order No. 77 issued on March 15, 2019.

SUPREME COURT ADMINISTRATIVE CIRCULAR NO. 143-2019

FURTHER AMENDING THE GUIDELINES ON OFFICIAL LOCAL TRAVEL OF OFFICIALS AND EMPLOYEES OF THE JUDICIARY

WHEREAS, Administrative Circular No. 15-2005, dated 22 March 2005, provides for the guidelines for local and foreign travels of officials and employees of the judiciary;

WHEREAS, Administrative Circular No. 15-2005 further provides under its specific guidelines on local travel for fixed travel rates for travel beyond fifty-kilometer radius;

WHEREAS, Administrative Circular No. 51-2010 Amending the Guidelines on Local Travel for Officials and Employees of the Judiciary provided for revised local travel rates;

WHEREAS, Executive Order (E.O.) No. 77 was issued by President RODRIGO ROA DUTERTE "Prescribing Rules and Regulations and Rates of Expenses and Allowances for Official Local and Foreign Travels of Government Personnel," effective March 15, 2019;

NOW THEREFORE, the following revised guidelines are hereby adopted for local travel to destinations beyond the 50-kilometer radius from the permanent official station:

1) The daily travel allowance (DTA) of officials and employees, regardless of rank and destination, shall be at the following rates:

2) The allowable DTA for travel beyond the 50-kilometer radius from the permanent official station shall be based on the following apportionment:

3) The DTA as provided under Item No. 1 shall not require submission of bills and official receipts during liquidation; and

4) Judiciary officials and employees who are on travel status shall no longer be authorized to render overtime services with pay or compensation.

All provisions of Administrative Circular No. 15-2005, Administrative Circular No. 51-2010, other circulars, orders or resolutions, which are not inconsistent with the provisions of this Administrative Circular, shall remain in full force and effect.

The Clerk of Court, the Court Administrator and the Chiefs of the Fiscal Management and Budget Office and the Office of Administrative Services (OAS), Supreme Court, and the Financial Management Office and the OAS, Office of the Court Administrator, shall ensure faithful compliance with this Administrative Circular. The Presiding Justices of the Court of Appeals, the Sandiganbayan and the Court of Tax Appeals shall likewise strictly implement it within their respective courts.

This Administrative Circular shall take effect from date of effectivity of Executive Order No. 77.
