NTC MEMORANDUM CIRCULAR NO. 02-03-13
| SUBJECT | : | Frequency Allocation for Public Protection and Disaster Relief (PPDR) and for Other Applications in the Mobile Service |
WHEREAS, there is a need to identify spectrum for the Implementation of Public Protection and Disaster Relief (PPDR) radio applications;
WHEREAS, the term public protection radiocommunication refers to radio communications used by agencies and organizations dealing with maintenance of law and order, protection of life and property and emergency situations;
WHEREAS, the term "disaster relief radiocommunication" refers to radiocommunications used by agencies and organizations dealing with a serious disruption of the functioning of society, posing a significant widespread threat to human life, health, property or the environment, whether caused by accident, natural phenomena or human activity, and whether developing suddenly or as a result of complex, long-term processes;
WHEREAS, there has been a growing demand for narrow-band digital land mobile radio services for voice and data applications including the growing telecommunication and radio communication needs of public protection agencies and organizations, including those dealing with emergency situations and disaster relief, that are vital to the maintenance of the law and order, protection of life and property, disaster relief and emergency responses;
WHEREAS, Resolution 646 (WRC-03, Geneva) on Public Protection and Disaster Relief (PPDR) strongly recommends the use of regionally harmonized bands for PPDR radio applications and that some countries in Region 3 have identified the band 380-400 MHz, among others, for Public Protection and Disaster Relief (PPDR) applications; CAaEDH
WHEREFORE, pursuant to Act No. 3846, Republic Act 7925 and its implementing Rules and Regulations, Executive Order 546, series of 1979 and the interest of service, the National Telecommunications Commission, hereby allocates the band 380-400 for the use of Public Protection and Disaster Relief (PPDR) and for the applications and shall form part of the National Radio Frequency Allocation Table (NRFAT) as follows:

This Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation and three (3) copies provided the UP Law Center.
