OCA Circular No. 175-10, issued on December 28, 2010, extends the detail of various officials and personnel to the Regional Court Administration Office in the 7th Judicial Region (RCAO-7) for an additional six months, until June 30, 2011. This extension is part of a pilot project aimed at enhancing the efficiency and accountability of the judiciary. Personnel detailed will continue to receive their salaries and benefits, along with a monthly expense allowance not exceeding 20% of their current basic salary. Atty. Francisco S. Pando is designated as Officer in Charge during the transition period. The circular takes effect on January 1, 2011, and may be extended or revoked as necessary.

Pursuant to En Banc Resolution in A.M. No. 06-11-09-SC dated 14 November 2006, entitled "Implementing the Pilot Project on Enhancing the Autonomy, Accountability and Efficiency of the Judiciary, and the Administration of Justice, Establishing and Operationalizing the Pilot Organization Infrastructure, Providing for General Implementation Arrangements and Other Purposes", the detail of the officials and personnel in the pilot RCAO-7 pursuant to Administrative Order Nos. 16-2008, 16-2008-A, and 86-2008, 01-2009, 17-2009, 39-2009, 56-2009, 91-2009, 174-2009 and 197-2010 is hereby extended for another six (6) months or until 30 June 2011. 3. Salaries, Other Compensation and Personnel Benefits of the Designated Personnel. The designated personnel shall continue to receive their basic monthly salaries. They shall also be authorized to receive all other compensation from JDF and other sources as well as other personnel benefits at rates consistent with those authorized for the position to which they are designated or their equivalent, provided that those who are receiving higher rates due to their current positions will continue to receive the higher rates.

4. Officer in Charge (OIC). Atty. Francisco S. Pando is hereby designated as OIC from 1 January 2011 to 12 February 2011.

5. Designation on Full-Time Basis. The designated personnel shall be detailed on full-time basis and shall be freed of all assignments and responsibilities of their current positions.

6. Expense Allowance. All personnel detailed to the pilot RCAO shall be entitled to a monthly expense allowance not exceeding 20% of the amount of their current basic salaries, which shall be charged against the JRP-GOP counterpart fund.

This Circular shall take effect on 1 January 2011 until 30 June 2011, unless extended or earlier revoked by the undersigned.
