Extension of Compliance Date of PCAR Part 7; 7.8.6
The CAAP Memorandum Circular No. 044-16, issued on December 29, 2016, extends the compliance deadline for specific requirements in the Philippine Civil Aviation Regulations (PCAR) Part 7; 7.8.6 (c) regarding portable fire extinguishers in aircraft. Originally, these regulations required that certain extinguishing agents not contain Halon substances and meet performance standards for aircraft certified after December 31, 2011, and December 31, 2016. Due to challenges faced by aircraft operators, such as delays in shipments and approvals, the compliance date has been extended by 24 months, now set for December 31, 2018. This decision follows consultations with the airline industry to address operational difficulties beyond the operators' control.

PCAR Part 7; 7.8.6 (c) requires that:
"Any agent used in a portable fire extinguisher in an aircraft for which the individual certificate of airworthiness is first issued on or after 31 December 2011, and any extinguishing agent used in a portable fire extinguisher in an aircraft for which the individual certificate of airworthiness is first issued on or after 31 December 2016, shall:
(1) Meet the applicable minimum performance requirements of the Authority; and
(2) Not contain Halon 1211, Halon 1301, or Halon 2402."
A request was received by this Authority for an extension of time to comply with the requirements stated in PCAR Part 7; 7.8.6 (c) in view of purchasing issues encountered by the concerned AOC holders attributed to delayed shipment of parts, late issuance of design approvals, customs clearances, customs releases and scheduling for aircraft modification, all of which are beyond the control of the operators.
After careful evaluation and technical consultations with the airline industry, compliance date to the said PCAR provisions is hereby extended for a period of twenty four (24) months from 1 January 2016 to 31 December 2018. ETHIDa
