Extended Deadline of Posting of Procurement Data for All Contracts Awarded under Emergency Procurement under the Bayanihan Act

The GPPB-TSO Advisory No. 08-2020 extends the deadline for procuring entities (PEs) to post procurement data for contracts awarded under emergency procurement due to the Bayanihan to Heal as One Act until August 31, 2020. This includes essential details such as the updated Annual Procurement Plan (APP), project name, approved budget, contract period, and information about the winning suppliers or contractors. Additionally, PEs that began procurement without an approved APP must submit the required documentation by September 30, 2020. Compliance with these posting requirements is mandated to ensure transparency in public procurement activities during the emergency.

SUBJECT  : Extended Deadline of Posting of Procurement Data for All Contracts Awarded under Emergency Procurement under the Bayanihan Act

 

1.0 In consideration of the numerous requests for extension of time to post contracts awarded under Emergency Procurement under Republic Act No. 11469 1 or the Bayanihan to Heal as One Act, the deadline of posting is extended until 31 August 2020.

2.0 Procuring Entities (PEs) shall post on the GPPB Online Portal the following procurement data for all contracts awarded through Emergency Procurement under the Bayanihan Act, including those procured through the Department of Budget and Management-Procurement Service, 2 regardless of the funding source:

2.1 Updated Annual Procurement Plan (APP);

2.2 Project Name;

2.3 Approved Budget for the Contract;

2.4 Contract period;

2.5 Name of Winning Supplier, Distributor, Manufacturer, Contractor or Consultant;

2.6 Amount of Contract as Awarded;

27 Notice of Award, date of award and acceptance; and

2.8 Contract or Purchase Order.

3.0 Moreover, for PEs that commenced with their procurement without an approved APP but provided a document or certification from the budget officer or equivalent position showing that there is a budget for the respective procurement project, they shall post the approved APPs on the GPPB Online Portal on or before 30 September 2020 pursuant to Item 3.2 of the GPPB Circular No. 1.

Additionally, PEs shall post and submit their APPs and other procurement reports pursuant to the GPPB Circular No. 02-2020. 3
