LETTER OF INSTRUCTIONS NO. 939

WHEREAS, it is the declared policy of the State to promote the rapid integrated development and growth of the coconut and other palm oils industry in all its aspects and to insure that the coconut farmers become direct participants in, and beneficiaries of, such growth and development;
WHEREAS, in implementation of this policy, P.D. No. 1644 grants to the Philippine Coconut Authority (PCA) full power and authority to regulate the marketing and export of copra, coconut oil and their by-products, in furtherance of the steps being taken to rationalize the coconut oil milling industry;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested upon me by the Constitution, do hereby order as follows:
SECTION 1. Permits, Licenses. — Any permit, license or clearance for the export of copra, coconut oil and their by-products shall be granted only in accordance with conditions imposed by the PCA, upon recommendation of the coconut farmers through their private corporation authorized to be organized under Letter of Instructions No. 926, pursuant to the authority of PCA under P.D. No. 1644 in respect of the following:
a) Floor and/or ceiling prices;
b) Quality standards;
c) Maximum quantities for particular periods and for particular markets; and
d) Designation of an independent international superintendent or surveyor for inspection and survey of the export shipment.
SECTION 2. Effectivity. — This Letter of Instructions shall be effective immediately.
DONE in the City of Manila, this 4th day of October, in the year of Our Lord, Nineteen Hundred and Seventy-Nine.
