Expansion of Coverage of Cases Cognizable by Special Commercial Courts
On September 8, 2015, the Office of the Court Administrator issued Circular No. 206-15 to inform all presiding judges and clerks of court regarding an amendment to the Special Commercial Courts' jurisdiction. Following the Resolution dated June 16, 2015, the coverage of cases cognizable by these courts has been expanded to include all cases of insolvency and liquidation under the Financial Rehabilitation and Insolvency Act of 2010 (FRIA). This amendment, effective immediately, supersedes any prior circulars that contradict this new directive. The resolution was officially published on August 24, 2015, for compliance and guidance.

Pursuant to the Resolution dated 16 June 2015 in A.M. No. 03-03-03-SC, the Court En Banc, among other matters, expanded the coverage of cases cognizable by the special commercial courts by including all cases on insolvency and liquidation under the Financial Rehabilitation and Insolvency Act of 2010 (FRIA).
The Resolution dated 16 June 2015, appended herein as Annex "A", was published in the Official Gazette on 24 August 2015 and shall take effect on 8 September 2015.
Any prior circular from the Office of the Court Administrator on this matter which is contrary to the foregoing is hereby superseded.
