Exemption of the Indigent Clients of the Public Attorney's Office (PAO) from the Payment of Docket and Other Fees
OCA Circular No. 121-07, issued on December 11, 2007, exempts indigent clients of the Public Attorney's Office (PAO) from paying court docket and other incidental fees associated with initiating legal actions or appeals. This circular grants a reconsideration of prior conditions outlined in OCA Circular No. 67-2007, effectively revoking those conditions. The new directive aims to facilitate access to justice for economically disadvantaged individuals. All Clerks of Court and Officers-in-Charge are instructed to comply strictly with this exemption policy.

Hon. Persida V. Rueda-Acosta, Chief Public Attorney, PAO, in her letter requests reconsideration of OCA Circular No. 67-2007 dated July 12, 2007 particularly the conditions imposed in the availment of the PAO clients exemption from payment of court docket fees. aHTDAc
Acting on the said request the same is hereby GRANTED. Henceforth, the clients of the PAO shall be exempt from payment of docket and other fees incidental to instituting an action in court, . . ., as an original proceeding or on appeal.
The conditions imposed in OCA Circular No. 67-2007 for the entitlement to the exemption is hereby REVOKED.
