In order to enable the cottage industry sector to maintain its share in the world market for cottage and handicraft products and sustain its continued viability as a vehicle for expansion for employment, you are hereby directed to exempt cottage industries from the provisions of P.D. 1713, an act providing for an increase in the minimum daily wage rates and for additional mandatory living allowances. aisa dc
