As part of the self-reliance development program, the Secretary of National Defense and the Chief of Staff of the Armed Forces of the Philippines are hereby directed to evolve a five (5) year acquisition program of Lands, whether public or private, outside urban areas for the use of both military and civilian personnel of the National Government. Since this will involve reservation of public lands and/or expropriation of private agricultural lands, it is necessary that these areas should be identified and the boundaries defined so that proper Presidential issuances may be promulgated as soon possible.
