Establishment of Viable Labor-Management Relations Based on the "Boundary" System in Land Transportation
Letter of Instructions No. 853, issued on May 1, 1979, by President Ferdinand E. Marcos, calls for a National Tri-Partite Conference to address the labor-management relations arising from the "boundary" system in the land transportation sector, particularly for operators and drivers of mini-buses, jeepneys, and taxis. The "boundary" system is recognized as a prevalent contractual relationship that significantly impacts economic progress and public interest. The conference aims to foster dialogue among operators, drivers, and government representatives to formulate conditions for stable labor-management relations that can be integrated into law and policy. This initiative underscores the importance of collaborative efforts in establishing viable working relationships in the transportation industry.
