Establishment of Pag-Ibig-cum-KKK Livelihood Kasipagan Loan Program for Pag-Ibig Members

LETTER OF INSTRUCTIONS NO. 1378

Pursuant to Letter of Instruction No. 1368 declaring as government policy the Self-Reliant Home Movement or the Kilusang Sariling-Sikap, the following are hereby directed:

A. A Pag-Ibig-cum-KKK Livelihood Kasipagan Loan Program for Pag-Ibig members is hereby established subject to such rules and regulations as may be promulgated by the HDMF Board of Trustees and the KKK National Secretariat and subject further to the following guidance:

1. The Program shall have two components: the Pag-Ibig Minor Home Improvement and the Small Livelihood Loan Components.

2. The Minor Home Improvement shall have a loan ceiling of P5,000 per member; the Livelihood Component shall have a loan ceiling of P2,000 per member.

3. Interest rate for both components shall initially be at 12% per annum.

4. Maximum term of both loans shall be two years.

5. The Program shall be implemented in several phases with the personnel of the Ministry of Education & Culture and Sports and the Armed Forces of the Philippines as the initial beneficiaries. casia

B. The HDMF and the KKK National Secretariat/PCA are hereby directed to set aside One Hundred Million Pesos (P100M) and Forty Million Pesos (P40M) respectively from their funds to finance this Program.

C. The HDMF and the KKK National Secretariat shall issue the appropriate guidelines for the efficient implementation and use of funds of the Program.
