LETTER OF INSTRUCTIONS NO. 1368

    The Minister of Education, Culture and Sports
    All Provincial Governors, City Mayors, Municipal Mayors and Barangay Captains

 

WHEREAS, the Kilusang Kabuhayan sa Kaunlaran (KKK), established by Executive Order No. 715, addressed itself to spur economic and social development of the entire country by transforming every barangay, municipality and city into self-reliant communities; AaCTcI

WHEREAS, there is an imperative need to expand and sustain livelihood activities for the transformation of the entire country into self-reliant productive communities through the establishment of livelihood projects or enterprises on the household level;

WHEREAS, the household is where man first learns to live with others, where real relationships are nurtured or destroyed, where society actually begins and where self-sufficiency, self-reliance and self-help will be instilled;

WHEREAS, the Self-Reliant Home Movement was conceptualized as a non-financial component of the KKK addressed to the household, using available resources and technologies;

WHEREAS, to effectively implement the Self-Reliant Home Movement, a multi-level and integrated approach is needed wherein government agencies, private organizations and individuals are mobilized at the national, regional, provincial, municipal and barangay levels.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order and instruct:

1. The Governor, as lead implementor, to mobilize his mayors, barangay captains and support agencies (private and public) in a province-wide effort to enlist at least 50% of the province's households in self-reliant home production activities, with City Mayors doing likewise, along the following areas of technology:

- Kitchen-Garden (production of food supplies for household consumption);

- Household Food (food processing and preservation techniques);

- Household Health (preventive medicinal approaches);

- Household Improvement (house care/maintenance);

- Household Mechanics (simple tips on maintenance of house fixtures);

- Household Energy (production of alternate energy); and

- Household Recycling (recycling of waste and other renewable resources);

2. The KKK National Secretariat, through the Ministry of Human Settlements, to create the SELF-RELIANT HOME PROGRAM OFFICE, a special program office, to act as a secretariat to the movement;

3. The Ministry of Local Government to mobilize all its Provincial and City/Municipal Development Officers to support the movement;

4. The Ministry of Natural Resources, the Ministry of Agriculture and their respective Bureaus to extend technical services to the Governors as well as initial input stocks for the establishment of provincial, municipal and barangay input centers;

5. The Technology Resource Center (TRC), National Azolla Authority of the Philippines, University of the Philippines, Los Ba√±os (UPLB), and National Science & Technology Authority to act as consulting agencies to the Program Office in the development of technologies;

6. The University of Life and Ministry of Education, Culture and Sports to establish alternative training/input centers down to the municipal level for technology transfer as well as to develop viable training programs;

7. That all shall adopt the principle of sponsorship:

- The movement's growth, continuance and support shall be maintained and increased with all participating entities, including participating households, sponsoring more households into the movement by motivating them and donating initial inputs to catalyse the households into self-reliant activities.
