Establishment of an Export Clearance and Monitoring System on Exports of Footwear
Letter of Instructions No. 1022, issued on May 19, 1980, mandates the establishment of an export clearance and monitoring system for footwear exports from the Philippines to the United States. This system is designed to comply with a bilateral agreement reached in July 1979, requiring prior clearance from the Ministry of Trade for all footwear exports. The definition of "footwear" is specified according to the Philippine Standard Classification Code and the U.S. Tariff Schedule. Export shipments must obtain this clearance before receiving loading authority from the Bureau of Customs, and applications should be submitted to the Footwear Export Unit at the Integrated Export Clearance Center. An Inter-Agency Committee is also created to oversee the implementation of these guidelines.
