LETTER OF INSTRUCTIONS NO. 1105

Pursuant to the powers vested in me by the Constitution, I, FERDINAND E. MARCOS, do hereby order and direct the Securities and Exchange Commission to establish and operate in accordance with existing laws a licensing system for print and broadcast media. cdt
The Commission may request any ministry, bureau, office, agency or instrumentality of the government for such assistance as it may need in the performance of its functions and duties under this order.
