LETTER OF INSTRUCTIONS NO. 522

WHEREAS, public education continues to be one of the most important forms of service that the government is rendering to the people;
WHEREAS, the need to improve the quality of instruction in our public schools has long been felt; casia
WHEREAS, such quality of instruction is usually evaluated in terms of the effectiveness of the teacher in imparting information and understanding;
WHEREAS, it is critical and urgent that the teaching effectiveness of teachers, especially in the municipalities, be continually upgraded in the light of the fast rate of progress of science and technology and the continuing explosion of knowledge;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order and direct:
1. The Department of Education and Culture and the Civil Service Commission shall establish and implement a continuing program of teacher development. They shall see to it that teacher training programs are conducted in every municipality.
2. Steps shall be taken to develop the District Supervisors and the Principals to implement these training programs. For this purpose, trainors' courses shall be conducted in which these school personnel shall be tapped for participation.
Thereafter no District Supervisor or Principal shall be entitled to promotion unless he has demonstrated capability to carry out teacher training programs, and nobody not capable to carry out such program shall be appointed principal or district supervisor. cd i
3. A report on the progress of such training programs shall be submitted on appropriate forms periodically to the Secretary of Education and Culture.
