Establishing a Personnel Development Committee in All Departments, Agencies, Instrumentalities, Branches and Subdivisions in Government, Including GOCCs and Local Governments
The CSC Memorandum Circular No. 10-89, issued on March 2, 1989, mandates the establishment of Personnel Development Committees across all government departments, agencies, and local government units in the Philippines. These committees are tasked with developing guidelines for the equitable selection of personnel for training and scholarship programs, ensuring that opportunities for professional development are distributed fairly among employees. They are also responsible for monitoring the performance of participants in these programs and providing regular reports to agency heads. The Circular aims to enhance human resource development within government by integrating training and scholarship opportunities in a structured manner.

The Civil Service Commission, as the central personnel agency of the government is the primary source of policy on matters pertaining to Human Resources Management and Development. As such, the Commission is also responsible for the integration of human resource development programs for all levels and ranks.
Human resource development programs in government include scholarships, training opportunities and other development activities which an agency undertakes primarily for the purpose of optimizing the performance of its personnel.
While scholarships or training opportunities have increased and have become necessary components of the government bureaucracy, it is a fact that these opportunities are few. And since attendance to human resource development programs is directly related to the career growth of each civil service personnel, there is need to consider the equitable distribution of opportunities for training, scholarships and other activities.
For this reason, the Commission is hereby establishing a Personnel Development Committee in all departments and agencies, both at the national and local governments, including government-owned and controlled corporations with original charters.
1. Functions of the agency Personnel Development Committee:
1.1 Develop agency guidelines for the selection of agency nominees to training and scholarship programs in accordance with existing civil service policies and standards;
1.2 Incorporate in said guidelines specific provisions, stating among other things, the responsibilities of selected nominees to the agency sending them to a scholarship or training grant and vice versa. These provisions shall be embodied in the contract which the selected nominee and the head of agency shall enter into; CAIHTE
1.3 Prepare a list of training courses based on the identified agency training needs with the corresponding list of prospective participants, in coordination with the training officer. The list of courses and the prospective participants for each program shall be updated every 6 months;
1.4 Conduct the screening of qualified employees from the list of prospective participants relevant to the training course/scholarship under consideration;
1.5 Recommend to the head of agency the most qualified nominees in accordance with agency guidelines, for training or study programs;
1.6 Study and make recommendations to the head of agency on the availment of invitations and offers for participation in training or study programs both local and foreign in relation to the needs of the agency;
1.7 Publish or post in conspicuous places within the agency premises available training or scholarship opportunities at least a month before date of screening for such grant;
1.8 Conduct a continuing monitoring of agency scholars/grantees sent to various training programs, both foreign and local; and
1.9 Submit to the head of agency a quarterly report of its accomplishments.
2. Composition of the agency Personnel Development Committee:
2.1 Agency Personnel Development Committee in Central Offices shall be composed of the following:
2.2.1 Chairman
Undersecretary for Human Resource Development
or
Asst. Secretary for Human Resource Development or Asst. Secretary for Personnel Management and Development
or
Vice President for Human Resource Development or Director or Manager for Human Resource Development
or in the absence of any of the above
Chief Training Officer or any personnel occupying an equivalent position.
2.1.2 Members
- Undersecretary or Asst. Secretary for Administration or Director for Administration
or
Chief of Administrative Service or Chief Personnel Officer or any equivalent position;
- Two representatives (one for the first level; the other for the second level) from the duly accredited agency employee association if there is one. Otherwise, the employee representatives shall be duly elected by at least 50% + 1 of the entire rank and file population of the agency. (For purposes of deliberations, however, only one representative will sit at the meeting — i.e., the employee representative for first level personnel if the scholarship grant under consideration is for the first level, and the employee representative for second level personnel if the scholarship grant under consideration is for the second level.)
2.2 The Personnel Development Committee in regional Offices shall be composed of the following:
2.2.1 Chairman — Chief of Training
2.2.2 Members — Chief of Personnel
— 2 Employee Representatives as defined in 2.1.2
2.3 The Personnel Development Committee in Provinces/Cities or Municipalities shall be composed of the following:
2.3.1 Chairman — Provincial/City/Municipal Administrator
2.3.2 Member — In-Charge of Training
— In-Charge of Personnel
— 2 Employee Representatives as defined in 2.1.2
3. Committee Secretariat
The Committee Secretariat shall assist the agency Personnel Development Committee in the performance of its functions. The Committee Secretariat shall be composed of at least 2 personnel coming from the Training and Personnel Units to be chosen by the head of agency from among those who are not members of the Committee. Specifically, the Secretariat shall perform the following junctions: DETACa
3.1 Provide the list of qualified employees based on the list of prospective participants prepared by the Committee;
3.2 Prepare pertinent papers relative to the scholarship or study grants such as the authority to travel, preparation of vouchers — pre/post travel accommodation, registration fee, etc.
3.3 Prepare correspondence, memoranda, report, etc;
3.4 Issue notice of meeting to all members of the Committee;
3.5 Maintain records of Committee deliberations and other documents relative to the availment of the program;
3.6 Prepare minutes of Committee meetings and corresponding communications to the head of agency;
3.7 Prepare an annual report on the accomplishment of the Committee.
This Memorandum Circular shall take effect immediately.
