Entitling Officers and Enlisted AFP Personnel to Accumulated and Commuted Leave Credits
Presidential Decree No. 1495, enacted on June 11, 1978, allows officers and enlisted personnel of the Armed Forces of the Philippines to accumulate and commute their leave credits under specific conditions. Military personnel can accumulate vacation and sick leave beyond the standard ten months, but those already exceeding this limit will have their credits capped at ten months. If unable to take leave due to service demands, they may commute up to two months of leave credits per year for cash compensation, provided they have at least five months of accrued leave. Upon voluntary resignation, retirement, or discharge, personnel are entitled to commute all accumulated leave, limited to ten months. The Secretary of National Defense is tasked with establishing a program to ensure the effective utilization and commutation of these leave credits.
